PURPOSE: The purpose of this Board item is to request that a Proclamation be issued designating October 26, 1996 as Arbor Day 1996 in conjunction with a tree give away program coordinated between the BOWS Board and Public Works Department. CONSIDERATIONS: This Board item is needed to retain the Winter Springs' status as Tree City USA. Each year a specific day is designated and a tree planting ceremony is held. This year the Beautification of Winter Springs Board has suggested a tree give away program to the residents of the City on October 26, 1996. The program would be held at the two fire stations with 250 trees at each location. The trees will be 3 gallon size (about 6' tall) and 40% live oak, 30% laurel oak, 15% maple, and 15% East Palatka Holly. The residents will be notified via the water bill, Homeowner's Association, and a press release for the newspaper. A two tree maximum is proposed for each residence on a first come, first serve basis. Proper tree planting techniques and optimum location information will be provided by the BOWS board. One Public Works staff member will be at each location to answer questions and assist in handling. The BOWS board will also record the address of each participant based on the proof of residency provided. Based on "f September 9, 1996 Regular Agenda Item H Page2- this information, it is our intent to randomly check about 20% participants in six months and twelve months to determine the survivability rate and evaluate the success of the program FUNDING: The cost to purchase the 500 trees is $3,900 or $7.80 per tree on average. Sufficient funds are available in the Arbor line code (4410-54685) of the Public Works Department for the tree expenditure. The funds will be expended by September 30, 1996. RECOMMENDATION: It is recommended that a Proclamation be issued designating October 26, 1996 as Arbor Day in conjunction with the tree give away program sponsored by the BOWS Board and Public Works Department. IMPLEMENTATION SCHEDULE: The notification of the tree give away would be placed on the mid-September and early October water bills. Homeowner's Associations would be notified by September 30th. The press release would be done the week before the event. The trees would be purchased by the end of September. The tree give away will be held October 26, 1996 rain or shine. Any surplus trees will be planted by the Public Works Department. ATfACHMENTS: 1.
