REQUEST: The General Services Department requests that the City Commission award the
contract for Duct Work for City Hall to 4 Seasons Air Conditioning and Heating,
Inc. of Orlando, Florida as the lowest responsive bidder responding to bid
specification number 96-018.
PURPOSE:
The purpose of this request is to allow the City Commission to select a vendor to
design and build a "Return Air Ductwork System" for City Hall.
CONSIDERATIONS:
1. $20,000 is currently budgeted in linecode 1320-56310 (Capital
Improvements) of the General Services Department for the construction of
a Return Air Ductwork System for City Hall.
2. The current open air duct system allows debris to be blown out of the air
vents creating numerous health complaints from employees.
3. The Bid Review Committee consisting of the City's Building Official,
Purchasing Director, and General Services Director, met June 24, 1996 and
heard presentations from 4 Seasons Air Conditioning & Heating, Wayne's
Heating & A/C, and Commercial Refrigeration.
4. Pro Tech Air Conditioning & Heating, Inc. was disqualified as not
satisfying bid specifications due to not including balancing of exhaust fans
in the bid.

5. Six bid packets were received, but only three companies submitted bids
(See attached bid sheet).
6. The Bid Review Committee ranked the two remaining companies in
ascending order from 1-10.
7. 4 Seasons Air Conditioning received the highest composite score of30 and
offered the following conditions:

Bid of $26,660 reduced $3,792 for using an EnduraCoat Duct
System (copy attached), in place of Fosters 40-20 interior sealant as
per bid specifications.
*
Bid reduced $880 for night work.
*
Shortest completion time estimated at 12-14 working days.
*
Site will be cleaned daily for City to resume business the following
day.
8. An estimated $1,680 at $15/Hr. for a maximum of fourteen (14) working
days will be required for overtime to the Police Department for securing of
the site during installation at night.
ISSUES:
1. The City Commission has previously provided policy direction to staff in
approving $20,000 in linecode 1320-56310 (Capital Improvements) in the General
Services Fiscal Year 1995/96 budget for installation of a Return Air Ductwork
System.
2. Does the City Commission continue to desire to provide a healthier environment
for employees to work? Numerous complaints have been received from employees
concerning eye irritation to allergic reactions caused by the falling debris from the
current open air system. This new closed duct system should alleviate this problem
by reducing, if not totally eliminating, the amount of debris in the system.
3. Does the City Commission desire to enhance the efficiency of the current system?

The current system is inefficient in that parts of the building are too cold
and too hot.

The proposed system will better regulate the temperature of the building by
allowing a more even distribution of air. Currently, areas of the building
containing thermostats are better regulated than those not containing
thermostats. This system will alleviate this problem.
It
Utility bills will be reduced by the new system. We will be conditioning
106,777 less cubic feet of space due to the ductwork placement.
FUNDING:
$20,000 is currently budgeted in linecode 1320-56310 (Capital Improvements)
from the General Services Department.
$3,668 will need to be appropriated from linecode 1900-56910 (Contingencies) to
cover the $1,988 additional cost of the system plus $1,680 for security.
RECOMMENDATION:
1. That the City Commission award the bid for bid number 96-018 to 4 Seasons Air
Conditioning & Heating, Inc. of Orlando, Florida in the amount of $21 ,988.
2. Authorized the transfer of$1,988 from linecode 1900-56910 (Contingencies) to
linecode 1320-56310 (Capital Improvements), to cover the differences in budgeted
vs. actual cost.
3. Approve the expenditure of$1,680 overtime monies in the Police Department
Budget for City Hall to enable 4 Seasons Air Conditioning & Heating, Inc. to
perform this work at night.
4. Authorize the City Manager to sign the attached contract with 4 Seasons Air
Conditioning & Heating, Inc. of Orlando, Florida pending legal review and
sign-off

8. Unless otherwise specified, bidders MUST use the proposal form(s)
furnished by the City, failure to do so ,may be cause for rejection of bid.
Removal of any part of the bid forms may invalidate the bid.
C. Proposal having any erasure or corrections MUST be initialed by the bidder
in INK Bids shall be signed in INK; all forms shall be typewritten or printed
with pen and ink.
D. Separate proposals MUST be submitted on each bid reference number.
2. WARRANTIES FOR USAGE:
A. Whenever a bid is sought, seeking a source of supply for a specified period
of time for materials or services, the quantities or usage shown are estimated
ONLY. No guarantee or warranty is given or implied by the City as to the
total amount that MAYor MAY NOT be purchased from any resulting
contract(s). These quantities are for bidders information ONLY and will be
used for tabulation and presentation of bid and the City reserves the right to
increase or decrease quantities as required.
3. PRICES TO BE FIRM:
A. Bidder warrants by virtue of bidding that prices, terms and conditions quoted
in the bid will remain firm for acceptance by the City for a period of sixty (60)
days from the date of bid opening, unless otherwise stated by the City.
4. DELIVERY POINT:
A. All items shall be delivered F.O.B. destination (Le., at a specific City of
Winter Springs address), and delivery costs (if any) will be included in the
bid price. Failure to do so may be cause for rejection of bid.

6. BRAND NAMES:
A. If and whenever in the specifications a brand name, make, name of any
manufacturer, trade name, or vendor catalog number is mentioned, it is for
the purpose of establishing a grade or quality of materials ONLY. Since the
City does not wish to exclude other competition and equal brands or makes,
the phrases "OR APPROVED EQUAL" is added. However, if a product other
than that specified is bid, it is the vendor's responsibility to name such a
product within the bid and to prove to the City that said product is equal to
that specified and to submit brochures, samples, and/or specifications in
detail on item(s) bid. The City shall be the sole judge concerning the merits
of bids submitted.
7. SAMPLES AND DEMONSTRATION:
A. Evidence in the form of samples may be requested (when required) if brand
is other than specified. Such samples are to be furnished after the date of
bid opening only, upon request by the City, unless otherwise stated in bid
forms. If samples should be requested, such samples must be received by
the City no later than seven (7) days after formal request is made. When
required, the City may request full demonstrations of any unit(s) bid prior to
the award of any contract. Samples, when requested, must be furnished free
of expense to the City and if not used in testing or destroyed, upon written
request will within thirty (30) days of bid award be returned at the bidders
expense.
8. QUALITY:
A. All materials used for the manufacture or construction of any supplies,.
materials, or equipment covered by this bid shall be NEW. The items bid
must be new, the latest model, of the best quality and highest grade
workmanship.

1 o. ACCEPTANCE OF MATERIAL:
A. The items(s) delivered under this proposal shall remain the property of the
seller until physical inspection and actual usage of the item(s) and/or service
are made and thereafter accepted to the satisfaction of the City and must
comply with the terms herein, and be fully in accord with the specifications
and of the highest quality. In the event the material and/or services supplied
to the City is found to be defective or does not confonn to the specifications,
the City reserves the right to cancel the order upon written notice to the
seller and return the product(s) to the seller at the seller's expenses.
11. VARIATIONS TO THE SPECIFICATIONS:
A. For purposes of evaluation, bidder MUST indicate any variances from the
City specifications, no matter how slight. If variations are not stated in
proposal, it will be assumed that the product or service fully complies with
City specifications, tenns and conditions.
12. DELIVERY:
A. Time will be of essence for any orders placed as a result of this bid.
Purchaser reserves the right to cancel such orders, or any part thereof,
without obligation, if delivery is not made at the time specified on the bid
proposal fonn.
13. DEFAULT PROVISION:
A. In case of default by the successful bidder or contractor, the City of Winter
Springs may procure the items or services from other sources and hold the
bidder or contractor responsible for any excess cost occasioned or incurred
thereby.

20. MANUFACTURER'S CERTIFICATION:
A. The City of Winter Springs reserves the right to request from bidder,
separate manufacturer certification of all statements made in the proposal.
21. SIGNED BID CONSIDERED AN OFFER:
A. The signed bid shall be considered an offer on the part of the bidder or
contractor, which offer shall be deemed accepted upon approval by the City
Commission of the City of Winter Springs, Florida and in case of default on
the part of the successful bidder or contractor, after such acceptance, the
City may take such action as it deems appropriate, including legal action, for
damages or specific performance.
22. LIABILITY, INSURANCE, LICENSES AND PERMITS:
A. Where bidders are required to enter onto City of Winter Springs property to
deliver materials or perform work or services, as a result of bid award, the
bidder will assume full duty, obligation and expense of obtaining all
necessary licenses, permits, inspections and insurance, as required. The
bidder shall be liable for any damages or loss to the City occasioned by
negligence of the bidder (or agent) or any person the bidder has designated
in the completion of a contract as a result of the bid.
23. RESERVATIONS FOR REJECTION AND AWARD:
A. The City of Winter Springs, reserves the right to accept or reject any or all
bids or parts of bids, to waive irregularities and technicalities, and to request
re-bids on the required materials. The City also the right to award the
contract on such material the City deems will best serve it interests. The
City further reserves the right to award the contract on a split order basis,
lump sum, or individual item basis, or such combination as shall best serve

BID SPECIFICATIONS
SCOPE OF WORK - GENERAL
Convert the return air system for the City Municipal Building H.V.,AC. from a common
ceiling plenum to ducted individual return air grills for each conditioned space.
SUBMITTAL
Detailed drawings showing material, size and location of all ductwork and return air
grills and location of thermostats. Duct design is to comply with all applicable
mechanical, fire, and energy codes.
EXECUTION
1. All areas currently served by the common ceiling return air plenum are to have
ceiling mounted return air grills ducted to the individual roof top system
supplying the conditioned air to that space.
2. All ductwork is to be installed in accordance with the duct manufacturers
specification and the requirements of the current Florida Efficiency Code, the
1994 S.B.C.C.\. Standard Mechanical Code, and SMACNA Standards.
3. Existing return air grills utilizing the common ceiling plenum are to be removed.
The City will supply and install any ceiling tile required to replace the removed
grille(s).
4. Modification of thermostat placement and control is to be performed as needed to
provide the proper comfort level in each area.
5. Supply and return air is to be balanced in each area to promote even temperatures
throughout the building.
6. The areas worked on each day are to be protected to minimize dirt and debris.
7. Once the ductwork is completed, the area above the ceiling is to be cleaned of
debris and loose particles. The bidder will also remove and dispose of properly
any discarded materials.
8. Any areas currently on a ducted return air system are not included in this scope of
work.
9. Permits will be required for inspection purposes. Fees will be waived except for
inspection failures.

LOW PRESSURE DUCTWORK
A. Fabricate and support in accordance with SMACNA Low Pressure Duct
Construction Standards and ASHRAE handbooks, except as indicated.
Provide duct material, gauges, reinforcing, and sealing for operating
pressures indicated.
B. Size round ducts installed in place of rectangular ducts in accordance with
ASHRAE table of equivalent rectangular and round ducts:. No. variation of

HANGERS
A. Duct hangers may not be directly attached to ducts. Ducts shall be hung by
angles or straps in accordance with SMAGNA. Rods, straps or angles
may be used in trapeze hangers. Hangers shall be not less than one set of
hangersfor each section of duct work. Where elbows or tees are installed
for changes in direction, hangers shall be provided. No ductwork shall rest
on the building structural system.
B. Where trapeze hangers are used, the bottom of the duct shall be supported
to angle sized as follows (for round ducts, the angle shall conform to the

6. BRAND NAMES:
A. If and whenever in the specifications a brand name, make, name of any
manufacturer, trade name, or vendor catalog number is mentioned, it is for
the purpose of establishing a grade or quality of materials ONLY. Since the
City does not wish to exclude other competition and equal brands or makes,
the phrases "OR APPROVED EQUAL" is added. However, if a product other
than that specified is bid, it is the vendor's responsibility to name such a
product within the bid and to prove to the City that said product is equal to
that specified and to submit brochures, samples, and/or specifications in

7. SAMPLES AND DEMONSTRATION:
A. Evidence in the form of samples may be requested (when required) if brand
is other than specified. Such samples are to be furnished after the date of
bid opening only, upon request by the City, unless otherwise stated in bid
forms. If samples should be requested, such samples must be received by
the City no later than seven (7) days after formal request is made. When
required, the City may request full demonstrations of any unit(s) bid prior to
the award of any contract. Samples, when requested, must be furnished free
of expense to the City and if not used in testing or destroyed, upon written
request will within thirty (30) days of bid award be returned at the bidders
expense.
8. QUALITY:
A. All materials used for the manufacture or construction of any supplies,
materials, or equipment covered by this bid shall be NEW. The items bid
must be new, the latest model, of the best quality and highest grade
workmanship.

A. The items(s) delivered under this proposal shall remain the property of the
seller until physical inspection and actual usage of the item( s) and/or service
are made and thereafter accepted to the satisfaction of the City and must
comply with the terms herein, and be fully in accord with the specifications
and of the highest quality. In the event the material and/or services supplied
to the City is found to be defective or does not conform to the specifications,
the City reserves the right to cancel the order upon written notice to the

20. MANUFACTURER'S CERTIFICATION:
A. The City of Winter Springs reserves the right to request from bidder,
separate manufacturer certification of all statements made in the proposal.
21. SIGNED BID CONSIDERED AN OFFER:
A. The signed bid shall be considered an offer on the part of the bidder or
contractor, which offer shall be deemed accepted upon approval by the City
Commission of the City of Winter Springs, Florida and in case of default on

SCOPE OF WORK - GENERAL
Convert the return air system for the City Municipal Building H.V.,A.C. from a common
ceiling plenum to ducted individual return air grills for each conditioned space.
SUBMITTAL
Detailed drawings showing material, size and location of all ductwork and return air
grills and location of thermostats. Duct design is to comply with all applic~ble
mechanical, fire, and energy codes.
EXECUTION
1. All areas currently served by the common ceiling return air plenum are to have
ceiling mounted return air grills ducted to the individual roof top system
supplying the conditioned air to that space.
2. All ductwork is to be installed in accordance with the duct manufacturers
specification and the requirements of the current Florida Efficiency Code, the
1994 S.B.C.C.I. Standard Mechanical Code, and SMACNA Standards.
3. Existing return air grills utilizing the common ceiling plenum are to be removed.
The City will supply and install any ceiling tile required to replace the removed
grille( s).
4. Modification of thermostat placement and control is to be performed as needed to
provide the proper comfort level in each area.
5. Supply and retu'rn air is to be balanced in each area to promote even temperatures
throughout the building.
6. The areas worked on each day are to be protected to minimize dirt and debris.
7. Once the ductwork is completed, the area above the ceiling is to be cleaned of
debris and loose particles. The bidder will also remove and dispose of properly
any discarded materials.
8. Any areas currently on a ducted return air system are not included in this scope of
work.
9. Permits will be required for inspection purposes. Fees will be waived except for
inspection failures.

LOW PRESSURE DUCTWORK
A. Fabricate and support in accordance with SMACNA Low Pressure Duct
Construction Standards and ASHRAE handbooks, except as indicated.
Provide duct material, gauges, reinforcing, and sealing for operating
pressures indicated.
B. Size round ducts installed in place of rectangular ducts in accordance with
ASHRAE table of equivalent rectangular and round ducts. No. variation of

C. Construct T's, bends and elbows with radius of not less that 1 % times
with of duct on centerline. Where not possible and where rectangular elbows
are used, provide turning vanes.
D. Increase duct size gradually, not to exceed 15 degrees divergence

HANGERS
A. Duct hangers may not be directly attached to ducts. Ducts shall be hung by
angles or straps in accordance with SMAGNA. Rods, straps or angles
may be used in trapeze hangers. Hangers shall be not less than one set of
hangersfor each section of duct work. Where elbows or tees are installed
for changes in direction, hangers shall be provided. No ductwork shall rest
on the building structural system.
B. Where trapeze hangers are used, the bottom of the duct shall be supported
to angle sized as follows (for round ducts, the angle shall conform to the

ACUTE (short term): Fiber glass wool is a mechanical irritant and may cause
temporary irritation of the respiratory tract, skin and eyes. See Section 8

these products has not been shown to cause cancer in humans. Fiber
glass wool caused cancer in animals through unnatural routes of

Inhalation: Move person to fresh air. Administer cardiac or pulmonary resuscitation

Personal Prq~ection:
Respiratory Protection: When the temperature of the surface being insulated
exceeds 2500F (121 DC) or during initial system startup, the binder in these
products may undergo various degrees of decomposition depending on the
temperature of the application. The need for respiratory protection will vary
according to the airborne concentration of the decomposition products released
and accumulated in the area. If the insulation must be installed on hot surfaces
above 250DF (121 DC), a full face respirator approved for protection against
organic vapors should be used. In areas with good general andlor local exhaust
ventilation where exposures are controlled below the formaldehyde PEL or
STEL, respiratory protection is normally not needed.
FiberQlasswool: Use a 3M Model 8710 (3M Model 9900 in high humidity
environments) or equivalent under the following conditions: 1) in
any poorly ventilated space, 2) fabrication involving power tools, 3)
any dusty environment.
Formaldehvde: In some applications these products may release
concentrations of formaldehyde equal to or greater than 0.1 ppm,
but less than 0.5 ppm. Airborne concentrations should be assessed to
determine the appropriate type of respiratory protection to be used.
When in doubt, use supplied air respiratory protection.
Skin Protection: Loose fitting long sleeved shirt, long pants and gloves.
Eye Protection: Safety glasses, goggles or face shield.
EnaineerinQ Controls: General dilution ventilation and/or local exhaust ventilation
should be provided as necessary to maintain exposures below regulatory limits.
Dust collection systems should be used in operations involving cutting or
machining and may be required in operations using power tools.

Formaldehvd~: In March 1987 the International Agency for Research on Cancer
(IARC) upgraded their evaluation of formaldehyde gas, based on evidence of
carcinogenicity in humans, from inadequate (Group 2B) to limited (Group 2A). A
number of new epidemiological studies on persons in a variety of occupations with
potential exposure to formaldehyde were used in the evaluation. Cancers that
occurred in excess in more than one study are: HOdgkin's disease, leukemia, and
cancers of the buccal cavity and pharynx (particularly nasopharynx), lung, nose,
prostate, bladder, brain, colon, skin and kidney.
Exposure to formaldehyde at concentrations in excess of 1 ppm may cause significant
irritation of the eyes and upper respiratory tract. The irritation threshold appears to be
about 0.3 ppm. No pulmonary sensitization has been demonstrated in laboratory
studies. Formaldehyde solutions can cause severe eye and moderate skin irritation,
Repeated skin exposure to solutions of 2% or more formaldehyde has caused
allergic skin reactions. Formaldehyde was found to be weakly active in a number of in
vitro genotoxic<ity tests, but inactive in vivo. Formaldehyde did not cause birth defects
in rats inhaling concentrations up to 10 ppm. Lifetime inhalation of formaldehyde at
concentrations above 5 ppm for 6 hours per day, caused nasal tumors in laboratory
animals. Many epidemiological studies have failed to link cancer in humans with
occupational exposure to formaldehyde.

Fiber Glass \~: The International Agency for Research on Cancer (IARC) in June,
1987, cla$sifiE~d fiber glass wool as possible cancer causing agent to humans (Group
28). This classification was based on a combined evaluation of published human and
animal studies. The human data included large scale mortality studies of U.S. and
European fibE!r glass wool factory workers. IARC concluded that the human studies did
not provide sufficient evidence that fiber glass wool caused cancer in humans.
The classification of fiber glass wool as a possible carcinogen to humans was
substantially based on experimental animal studies in which they were exposed to wool
glass fibers through non-natural routes, such as injection or implantation. IARC
regards it prucjent to treat a material with sufficient evidence of carcinogenicity in
animals as if it is a possible carcinogen in humans.
Animal inhalation experiments in which laboratory animals were exposed to large
quantities of glass fibers have not resulted in a positive association between
glass fibers and lung cancer. A small study of Canadian glass wool workers reported a
statistically significant increase in lung cancer mortality. The study did not demonstrate
a correlation between fiber glass wool exposure and disease. Large scale studies
published in 1987 which examined the mortality rates of U.S. and European fiber glass
wool factory workers found no statistically significant differences in lung cancer rates
between those workers and the populations in their local or regional communities. A
1990 update of the U.S. cohort reported a small statistically significant excess for
respiratory cancer in workers when compared with populations in their local
communities. While the overall mortality rates in these mortality studies were slightly
raised and did increase (but not significantly) with time since the first exposure, the
increases were not related to duration of exposure or to an estimated time weighted
measure of exposure. Georgetown University recently studied the oldest and largest
fiber glass plant in the U.S. The results indicate t~lat smoking was the likely cause of
this cancer excess. A study at the University of Massachusetts is investigating other
possible factors.
Georgetown University also reported elevated odds ratios for non-malignant respiratory
disease which are deemed by the author to be inconclusive but warranting further
investigation. A large recently completed morbidity study reported no association with
fiber glass exposure and non-malignant respiratory disease. Another smaller screening
of workers at a plant that manufactured appliances concluded that fiber glass wool
appeared to produce "asbestosis" in the workers. That study has been severely
criticized for many reasons, not the least of which is its failure to factor in the workers'
exposures to asbestos.

Four samples o~ Owens-Corning Fiberglas insulation was
installed in square galvanized steel ducts. The materials
were subjected to Underwriters Laboratory No. 181 "Factory-
Made Air Ducts and Connectors", Section 16, Erosion Test
and "Mold Growth and Humidity Test", Section 11. Air was
passed through the test ducts ~or at least one hour at
a velocity of 2,500 feet per minute, center line, before
a collection screen was placed in position. The collec-
tion screen was then placed in position. The test was
run for four consecutive hours at a center line velocity
of 2,500 feet per minute. The collection.screen was
examined for macroscopic particles at the end of each hour.
At the end of the test there was no evidence of continued
erosion and the interior surface of the Fiberglas did not
show any signs of cracking, flaking, peeling or delamination.
This was true for all ~our samples that were tested.
All four samples were subjected to a sixty day Mold
Growth and Humisity Test at room temperature and 100%
relative humidity. At the end of this period no visual
growth was observed on the test samples.
Description of Test Material
The description, thickness, type of insulation and
other pertinent data relating to the samples that were tested
are given in Table 1 below.
The insulation that was tested was randomly s81eo~ed
from the Neward, Ohio warehouse of Owens-Corning Fiberglas.

All duct liners were installed with 100% glue. No pins
~ere used. Nosing was installed on the upstream side only
o~ each section on test samples number 1, J and 4. All sheet
metal were constructed with standard slips and drives.
The duct size was varied according to the ~hickness of
insulation that was tested. In all cases the free air flow
area was 10" x 10" dimension.
Figure No. 1 is a photograph of the RIB Un~aced Thermo
and SOlmd Control Commercial Insula.tion. It is two and a
half inches thick; therefore the sheet metal duct was
15" x 15" resulting in a 10" x 10" free flow area. Figure
2 is Insulation CW-225 Unfaced two i~che~ thick; therefore
the sheet metal duct was 14" x 14" and the free flow area
was 10" x 10.'. Figure J is FS-25 Building Insulation Foil
Faced, three and a half inches thick. Figure 4 is Insulation
CW-225 Faced, two inches thick.
As can be seen i.n Figure 5, the upstream duct was 16
inch diameter made from stainless steel. The transition
section just upstream of the test section went from 16 inch
diameter round 'to a 10 inch by 10 inch square duct. This
allowed the transition section to enter the test duct at the
same dimensions as the inside of the Fiberglas material
which was approximately 10 inch by 10 inch. This 10 inch
by 10 inch dimension is not uniform as is evident by ob-
serving Figures 1 through 4.

setup. As indicated in FigureS the return air from the
test room which entered the inlet side of the centrifugal
fan had two layers o~ cheesecloth to filter any extraneous
dirt and material before entering the fan. The ~an was
driven by a fifty horsepower 'two-speed motor. The centri.
fuga: fan delivered its air to cooling coils which were not
in operation. On the discharge side of the cooling coil,
there is an air bleed bypass which was closed during the test.
Air flow enters an 18 inch diameter section where a flow con-
trol damper is located. Its location is indicated in Figure'5.
The section then tapers to a 16 inch diameter section
approximately 21 feet long. There is a four foot section
that has installed a multi-tube flow straightener, approxi-
mately 48 tubes, one inch diameter. There is also a 9.6
inch diameter sharp edge orifice plate which can be used
to measure the cubic ~eet per minute of air entering the
test section.
The galvanized sheet metal ducts housing the test
material is four feet upstream of the 90 degree elbow and
8 feet downstream of the 90 degree elbow. The 90 degree
elbow had a radius of one and a half diameter. The stand
holding the cheesecloth was placed one foot at the discharge
end 0'." t.he test duct. The air flow velocity was measured
itl center of the square duct using an Alnor Velometer.
The frame Holding the cheesecloth was :five times greater
than the cross~s~ctional area of the test sample. The
cheesecloth was double layered, 14 to 15 square yards per
pound and is referred to in the trade as "Count of 32 x 28".

upstream duct. air allowed to blow through 'p.p section
Ior at least one hour at center line veloe of 2.500 feet
per minute in the test duct. The collectint .reen was
not in front of' the discharge end of the due. J.uring this
one hour period.
The collecting screen was then placed in position
and air was allowed to blow against the collecting screen
for one hour. The center line velocity of the test duct
was ~OO feet per minute. The dry-bulb temperature
rr. .,ed essentially constant at 720 Fa.hrenhei t. The
i ,'..~' sections had not been exposed to a relative humidity
grE'acer than 70% for 24 hours preceding the test.
A t the end of the first hour, a two inch wide duct tape
was gently placed against the cheesecloth to collect any
foreign matter that had collected .during that time period,.
At the end of the second hour. the same procedure was
followed. A clean piece of duct tape was pressed against
the surface of' the cheesecloth to coll.ect any foreign
matter. The same procedure was followed for the third and
rourth hours. At the completion of the test, the duct
was throughly inspected to the same degree as it was before
the beginning of the test. All four ducts tested showed
no visual change in the surface of the test material.

Mold mycelia. and spores from bread were applied to
the samples. The samples were placed in closed vessels
in which an atmosphere saturated with water vapor and main-
tained at room temperature and under dark conditions was held
for sixty days.
Results, of Test
The test performed ~n the Owens-Corning Fiberglas
material. which is listed in Table 1 was performed ac-
cording to Underwriters Laboratory No. 181 Standard Safety
d.ated September 16, 1981 Factory-Made Air Ducts and Connectors.
The test was performed May 3 and 6 at the Owens-Corning
laboratory located at the mid Ohio complex in Heath, Ohio.
All calculations and observations were made by the author.
After four hours of continuous air flow, the cheese-
cloth and the duct tape used to remove any particles were
macroscopically examined for evidence of eroded particles.
In all four samples there was no evidence of' continued
erosion of the test material.
At the end of the test periOd careful observation
was made of the test samples to see if there was any
evidence of cracking, flaking, peeling or delamination of
the Fiberglas material. There was no evidence of any
deterioration of the materials.
It is felt by the author that test procedures were
carefully followed as outlined in the reference material
stated above. Calculations were made by the author and were
double checked. It is the opinion of the author that the
Fiberglas materials tested did not experience any type of
erosion or deterioration of the test samples. There
