REQUEST: Public Works Department Requesting a Workshop with the City
Commission and the Ranchlands Residents to be Scheduled on Monday,
August 5,1996 to Finalize the Design of the Paving and Drainage
Improvements to Moss Road, Hayes Road, and Panama Road.
PURPOSE: The purpose of this Board item is to request a workshop with the City
Commission and Ranchlands residents for August 5, 1996 to solicit citizen and
City Commission input prior to finalizing the design of the paving and drainage
improvementsof Moss, Hayes and Panama Roads in the Ranchlands.
CONSIDERATIONS:
In November, 1995, the City Commission authorized the use of Transportation
Impact Fees for paving and drainage improvements to collector roads in the Ranchlands.
The FY 1995/1996 Transportation Impact Fee budget proposed that the paving and
drainage improvements be performed on Moss Road from the current end of pavement
south to Panama Road, Panama Road from Moss Road to Edgemon Avenue, and Hayes
Road from Sailfish to Bahama Road.
Conklin, Porter & Holmes was retained for the design and pennitting of the
proposed improvements. At this time, preliminary engineering design is complete and we
are requesting a workshop be scheduled to review the proposed design with the City
Commission and residents. We are requesting a workshop for 7:00 PM, August 5, 1996.

ISSUE ANALYSIS:
Moss Road, Hayes Road, and Panama Road have right of way widths of80', 66'
and 50', respectively. These varying right of way widths offer design challenges when
coupled with a swale drainage system Displays with proposed cross sections for each
road will be provided for input by the City Commission and residents. Direction will be
needed as to the need/desire for sidewalks, no sidewalks, curbing, horse trail, etc. The
standards in the City Code will be available for comparison.
JMPLEMENTATION SCHEDULE:
If approved, the RancWands Homeowners Association will be contacted. All
residents adjacent to the proposed project will also be notified by door hangers seven to
ten days prior to the workshop.
