REQUEST: Community Development Division requesting the Board to approve the sending of
a letter to Seminole County inviting the County to explore with the City the
possibility of accepting the environmentally sensitive lands of the Battle Ridge
property if annexed.
PURPOSE: The purpose of this Board item is to receive approval to send a letter to the County
Manager suggesting the county consider the potential of accepting acquisition of
the environmentally sensitive lands of the Battle Ridge property into its land
acquisition program, if the property is annexed.
CONSIDERATIONS:
On February 26, 1996, the City authorized the transmittal of the Battle Ridge
Comprehensive Plan Amendment to the Florida Department of Community Affairs
and other state agencies for review and comment in accordance with 163.3184
F.S..
There has been much concern expressed over environmentally sensitive lands of
the Battle Ridge property. The representatives for Battle Ridge have indicated the
owner's willingness to designate the wetlands as a "conservation area" and deed
ownership to an appropriate agency for preservation.
Seminole County has a Land Acquisition Program, commenced in 1991, with the
passage of a bond issue by the voters, to acquire primarily environmentally
sensitive lands. Therefore, if the City annexes Battle Ridge, it may make more
sense to dedicate the environmentally sensitive lands to the county.

ALTERNATIVES:
I. Do not send letter. The City would accept responsibility for the
environmentally sensitive area of the Battle Ridge property if decision is
made to annex the property and allow development as proposed in the
comprehensive plan amendment.
2. Send the letter. Begin dialogue with the county on the potential acquisition
of the environmentally sensitive area of the Battle Ridge property under the
Seminole County Land Acquisition Program.
FUNDING:
No monies would be spent by the City of Winter Springs.
RECOMMENDA TION:
Recommend the City Commission consider approving the request to send a letter to
Seminole County inviting the county to explore with the City the possibility of accepting
the environmentally sensitive lands of the Battle Ridge property if Battle Ridge is annexed
into the City.

Upon approval by City Commission to send letter.
