REQUEST: The Parks and Recreation Department is requesting the Commission review
the information contained in this agenda item relative to the masterplanning
process for Trotwood Park.
PURPOSE: The purpose of this item is to provide updated information to the Commission so
that they will be informed about the Trotwood masterplanning project and its
status.
CONSIDERATIONS:

The masterplanning calendar has been set with the exception of the last
workshop meeting which will be contingent on the public participation
response at the second scheduled meeting. See attachment #1-

The Notice has been forwarded to the Winter Springs News, Winter
Springs Bulletin and the Orlando Sentinel for publication and mailed to
the twenty (20) public attendees of the April 2, 1996 fencing project
meeting.
ISSUE ANALYSIS:

None at this time. The public workshops are to be held for the purpose of
receiving public input. The only issue which could possibly arise is having
everyone agree on the entirety of the masterplan.

FUNDING:
* The masterplanning consultant firm is Benyman & Henigar and staff is working
with Mr. Mike Wadley, AICP, Planning Manager. The consulting agreement is
in the amount of $3,800.00.

TROTWOOD PARK-NEIGHBORHOOD WORKSHOP NOTICE AND INFORMATION
The City of Winter Springs Parks and Recreation Depmtment wishes to announce that it is hosting
three neighborhood workshop meetings for the purpose of soliciting public input and assistance in
the master planning of Trotwood Park. Winter Springs residents interested in assisting with this
effort are invited.
The first meeting will address setting of project goals and objectives and receipt of public
programming input. The workshop is scheduled as follows:

The second meeting will be held to present and review the alternatives and concepts developed at
the initial meeting. The second workshop is scheduled as follows:

REQUEST: The Police Department reporting to the Commission on the results of the ,"LOVE
YOUR NEIGHBOR RIB-A-THON".
PURPOSE: The purpose of this Commission item is to advise the Commission of the results of
the "LOVE YOUR NEIGHBOR RIB-A- THON" held on Saturday May 3, 1996,
including the crowning of Kevin Brunelle of the Police Department as the Grand
Champion of the event; the defeat of the Fire Department at the hands of the
Police Department; and the award of a certificates for 60 meals to Safehouse of
Seminole.
CONSIDERATIONS:
On Saturday May 3, 1996 three teams representing the City of Winter
Springs participated in the {{LOVE YOUR NEIGHBOR RIB-A-THON" held
at the Kenny Rogers Roaster Restaurant On Tuskawilla Road. Other teams
competing included the Central Florida Blood Bank, Children's Miracle
Network, Make A Wish Foundation, and similar local charities. The teams
were made up of members of the Police Department, Fire Department, and a
combined team of Public WorkslUtilities/Parks & Recreation employees.

The competition was fast and furious, and at some points down-right ugly.
At future events, it will be recommended to the organizers that they indicate
certain areas for the spectators as "Splash Zones", similar to the Shamu
Show at Sea World, to protect the crowd from being splattered with bar-b-
que sauce, or being impaled by rib-bone splinters.
Luckily there were no injuries associated with this event, though the Police
Department did take several reports oflost items, such as cameras,
sunglasses, and small loose objects. At this time it is believed these items
were lost when spectators got too close to the action and the items were
sucked into the vacuum created by the contestants eating habits.
The competition started by matching teams against each other in various
heats. The Police Department was matched against the Fire Department,
and the Combined Team was matched against a team from the University of
Central Florida.
Even though some members of the Police Department team exhibited a more
gentile and delicate style, the team was anchored by its "big man", Kevin
(the Dispos-all) Brunelle, and soundly defeated the Fire Department Team.
The Combined Team took on the team from UCF, and easily showed the
crowd that "country boys" can out-eat "college kids" any day of the week.
There was no elimination process to determine an overall winning team.
Instead, the best rib eater from each team was placed into a final round of
head-to-head competition to determine a "Grand Champion".
The results of that final round are somewhat controversial. The Combined
Team asserts that there representative, Nate Williams, was hampered in the
finals since their heat was late in the event and came too close to the finals for
Williams to sufficiently recover his appetite, The Police and Fire
Department, however, had an earlier heat and therefore were in better shape
to consume greater quantities of ribs. Further controversy erupted when it
was alleged that there was some collusion between the Fire Department's Ed

Hinchey, and the Police Department's Kevin Brunelle.
The rules of the event were that each contestant must attack the ribs using
only their "weak" hand. To make things even more difficulty (and
disgusting) the rib slabs were saturated with additional sauce. Hinchey, who
reportedly was nearing maximum saturation and unable to eat another rib
before exploding, is said to have assisted Brunelle by holding down one end
of the slab, allowing Brunelle to tear the ribs from the other end.
At the end of the event, Brunelle had consumed the most ribs, and was
unofficially declared the winner. A protest was filed claiming a violation of
the International Rib Eating Committee rules, but after careful review of the
video tape and consultation by the panel of international judges, it was ruled
that Brunelle had in fact eaten the ribs using only his own weak hand,
regardless of any assistance provided, and was therefore legally declared the
Rib-A- Thon Grand Champion.
No injuries were incurred during this competition, and no Sick Time was
reported as a result.
The prizes for the event were certificates for meals from Kenny Rogers'
Roasters Restaurant. Both the Police Department and the Combined Team were
awarded 25 meals for winning their respective heats. The losing team (Fire
Department) was awarded 10 meals. All city participants were competing on
behalf of Safehouse Of Seminole, a domestic violence shelter facility. Since all
three teams had a common beneficiary, the organizers combined the award into
one certificate worth sixty meals, which can be used in increments of ten. As a
result of this event, regardless of who ate the most, the "big winner" of the day
was the Safehouse Of Seminole.
The organizers of the event will be sending the prize certificate to the City within
the coming weeks. The prize certificate can be presented to Safehouse of
Seminole in the near future.
