Meeting
General Services Department (Community Development Division),
requesting on behalf of the Commerce and Industry Board, the
Commission to consider funding a "Business Community Breakfast
Meeting" to introduce the new City Manager to the Winter Springs
Business Community and discuss ideas for business development in the
City.
PURPOSE:
To consider funding a Breakfast Meeting to introduce the new City Manager to
the Winter Springs business community, and to discuss ideas for business
development in the City.
APPLICABLE LAW:
The Commerce and Industry Board was established by the City Commission
through Ordinance 424 (1988) in accordance with its powers established in the
City Charter [Section 6.01, Section 12.01].
Section 2-70 of the City Code states, "The purpose of the Commerce and Industry
Board shall be to recommend plans and work toward attracting clean, non-
polluting commercial businesses to the City that are compatible with a high quality
of life, culture and environment."
Section 2-73 of the City Code indicates that the Commerce and Industry Board
"shall recommend to the City Commission all programs it deems necessary to
effectuate its purposes. The City Commission shall review the recommendations
and vote to approve or disapprove or approve with recommendations and shall
vote to fund or not to fund the recommendations.

The City's Comprehensive Plan (Vol. 1 of 2) states in part that, "The challenge to
Winter Springs is to . . .delineate lands to be developed with commerce, industry, .
. . so that goods, services, and employment may be available nearby to benefit the
residents as conveniences and as revenue sources." In order to maintain the low
tax rate and provide the same level of services, the City will need to attract good
tax ratables; i.e., commercial and industrial enterprises.
CONSIDERATIONS:
This agenda item is needed to secure the funds in the amount of $450.00 to pay for
the invitations, name tags, coffee and danish pastry for the Business Community
Breakfast Meeting to be held in May from 7:30 a.m. to 9:00 a.m. at the Senior
Center.

The Commerce and Industry Board held their monthly
meeting and decided to request funding from the City
Commission for the Business Community Breakfast
Meeting. The Commerce and Industry Board would like to
host occasional meetings to bring together members of the
Winter springs business community, the board and City staff
to discuss ways to improve the business climate and to
attract new businesses to the City.
FINDINGS:
The proposed breakfast meeting is consistent with applicable law and City policy in
that its public purpose is to facilitate communications between the business
community and the City in order to explore economic development strategies for
the City.
FUNDING:
It is anticipated that the breakfast will cost approximately $450.00. Funds are
available in General Fund Account 51350 "Commerce and Industry Board" in the
budget as of March 14, 1996 for this purpose.

RECOMMENDATION:
Recommend the City Commission consider approving the request by the
Commerce and Industry Board to allocate $450.00 in accordance with Section 2-
70 and 2-73 of the City Code, for the purpose of payment of invitations, name
tags, coffee and pastry to sponsor the City's first Business Community Breakfast
Meeting.
IMPLEMENTA TION SCHEDULE:
The Business Community Breakfast Meeting will be held in May from 7:30 a.m. to
9:00 a.m. at the City Hall Lobby and City Commission Chambers.
