REQUEST: Police Department Requesting Approval of an Cooperative Agreement with
State of Florida Department of Juvenile Justice.
PURPOSE: The purpose of this Board item is to authorize entering into a cooperative
Agreement with State Of Florida Department of Juvenile Justice for
Serious Habitual Offender Comprehensive Action Program (SHOCAP).
cONSIDERA TIONS:
The Florida Department of Juvenile Justice District 7 has the primary goal to
network SHOCAP computer system. This system will identify, track and share
information of Serious Habitual Juvenile Offenders,
ISSUE ANALYSIS:
This arrangement promotes cooperation between all local Law Enforcement
Agencies of the actions of Serious Juvenile Offenders.
FUNDING:
There will no cost to the City of Winter Springs, The Department of Juvenile
Justice will fund the program,
REcOMMENDA TION:
I recommend that authorization be given to enter into Cooperative Agreement
with the Department of Juvenile Justice. The cost of the agreement to be paid by
the Department of Juvenile Justice,
IMPLEMENTA nON SCHEDULE:
Immediately upon approval and subsequent execution by Department of Juvenile
Justice.

Justice. There will be no cost to the City for this program. I am recommending
participation in the program. Should you agree please sign and return to my
office to be forwarded to Department of Juvenile Justice. Upon completion of the
agreement a copy will be forwarded to your office for record.

Dear Investigator Horan:
I would like to take this opportunity to thank Seminole county for committing to participate in
the Department of Juvenile Justice's District 7 Serious Habitual Offender Comprehensive Action
Program (SHOCAP) computer communication network system. The primary objective of this pilot
project is to implement a networking system that will identify, track and share information on juveniles
identified as SHOCAP youth in Brevard, Orange, Osceola and Seminole counties which make up
District 7. There will be 20 agencies within the 4 county area entering into separate agreements with
the Department to participate in the pilot project and to utilize the equipment.
The success of this new pilot initiative is dependent upon a solid commitment from you at the
County Coordinator's level, to those at the site locations, to ensure that the goals of the agreement are
being met. In turn, we agree and commit to identifying services available from our agency such as:- '
specifying key personnel to serve as agency contact persons and resource persons in specific areas;
sharing data where permissible; and maintaining an on-going communications network~ allowing for
more efficient and effective intervention in your community.
Enclosed are the cooperative agreements which are to be signed by the designated representatives.

DISTRICT SEVEN PILOT PROJECT COOPERATIVE AGREEMENT
The parties to this Cooperative Agreement are the Florida Department of Juvenile Justice and the
a member of the Winter Springs Police Department a member of the
Seminole County SHOCAP project team,
The parties agree to the use of computer equipment identified in this document for the primary
purpose of enhancing the tracking of and sharing information on juveniles identified as SHOCAP
youth in the above county. This will be accomplished through the development of an information
system by the Department of Juvenile Justice with input and assistance from the county project
team. This system will link with the four counties that make up District 7 of the Florida Department
of Juvenile Justice. .
All agencies receiving the equipment were identified through a survey of the respective county
SHOCAP project team. Agencies receiving the equipment agreed to participate in the pilot
project. The necessary equipment for participation in the system was specified by the Florida
Department of Juvenile Justice.
The management of the pilot project will be a joint effort of the Florida Department of Juvenile
Justice's Bureau of Intervention Services with assistance from the Bureau of Management
Information Systems. The Chief of the Bureau of Intervention Services or designee will be the
primary contact person.
Scope and Purpose
1. The purpose of the information network and database will be to provide a tool for which
demographic, criminal and juvenile justice information can be gathered and retrieved on juveniles
to further the SHOCAP initiative in District 7,
2. The Florida Department of Juvenile Justice's Management Information Systems staff
assigned to District 7 will oversee the design and development of this network and database.
3. The SHOCAP county coordinator and the participating agencies within the county will
coordinate with the Florida Department of Juvenile Justice for the installation of the equipment.
4. The county coordinator, or designee of the SHOCAP project team, will participate in a
working group established and coordinated by the Florida Department of Juvenile Justice to
design the pilot information system.
5. All equipment remains the property of the Florida Department of Juvenile Justice, The
equipment will revert to the Florida Department of Juvenile Justice if a participating agency within
the District ceases to use the network and equipment for the purposes of furthering the SHOCAP
initiative.
Role of the Florida Department of Juvenile Justice:
1. Provide programmatic technical assistance through the Bureau of Intervention Services in
the development of the network.
2, Supervise the development and installation of the network and database.
3. Supervise the maintenance of the hardware, software, and the client-server database,
This includes conducting an annual inventory of all equipment in accordance with state statutes
and Florida Department of Juvenile Justice regulations.
4. Assist agencies in gathering the data which will be input into the system,
5. Work cooperatively with each project team to develop a training plan as part of the system
design and to provide the training needed to implement and maintain the system.
6. Review the local project teams' procedures for gathering, inputting, and compiling data.
The review will include any appropriate technical assistance,
Role of the Seminole County SHOCAP Project Team
1, The receiving agency agrees to participate in and provide input into the county project
team's procedure for gathering, inputting, and compiling data into the system.
2. Identify specific staff to be trained to maintain the system within the agency.
3. Use the identified equipment for the primary purpose of furthering the SHOCAP initiative.
4, Provide the necessary security and daily maintenance of the hardware and software
received.
5, Provide a dedicated telephone line to be used for the transmission of the data.
6. Abides by statutory confidentiality requirements as mandated in s. 39,045, Florida
Statutes.
