RESOLUTION 2001-44
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA PROVIDING FOR,
AND APPOINTMENT OF, MEMBERS OF THE CENTRAL
WINDS PARK EXP ANSION AD HOC ADVISORY
COMMITTEE.
WHEREAS, on September 4, 2001 the voters of the City of Winter Springs approved a
referendum to acquire 27 acres of land known as the Parker Tract for expansion and development
of Central Winds Park, and
WHEREAS, on October 8, 200 I the City Commission approved the employment of Michael
Design Group to develop a Master Plan for the expansion of the Central Winds Park, and
WHEREAS, the City Commission directed that a Citizen Advisory Committee be
commissioned to assist the Commission, staff, and design firm in the development of the Master
Plan.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF THE CITY
OF WINTER SPRINGS, AUTHORIZES THE FOLLOWING:
1) A nine (9) person Ad Hoc Citizen Advisory Committee is hereby created to perform
the duties set forth herein.
2) The Committee shall be known as the "Central Winds Park Expansion Ad Hoc
Committee."
3) The Committee members shall be appointed as follows:
a) Two members shall be appointed by the Mayor;
b) Each City Commissioner shall appoint one member; and
c) Two members shall be appointed by the City Manager.
4) The Committee shall be responsible for assisting the City Staff, Michael Design
Group, and the City Commission in formulating a Master Plan for the expansion of
Central Winds Park. The Committee shall consider the construction of football
fields, baseball fields, softball fields, soccer fields, a swimming pool, and other
recreational facilties, and associated parking, restrooms and other related and
necessary support facilities.

5) The Committee shall complete its work no later than March 1, 2002.
6) Meetings of the Committee shall be open to the public and shall be subject to the
Florida Sunshine Law.
7) The Committee is hereby authorized to receive and consider verbal and written input
from the public regarding the expansion of Central Winds Park. To that end, the
Committee shall reserve a reasonable period of time during each Committee Meeting
at which time the public will be invited to offer any verbal and written input
regarding the expansion of Central Winds Park.
ADOPTED and approved October 29,2001 by the City Commission of the City of Winter
Springs, Florida, duly assembled in Winter Springs, Seminole County, Florida.
