RESOLUTION NO. 889
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
SUPPORTING THE CREATION OF A PUBLIC WORKS ACADEMY
WHEREAS, the City of Winter Springs, Florida, and City Governments of Seminole
County, and Seminole County Government, in partnership with Seminole Community
College and Seminole County School Board, have expressed a desire to establish a Public
Works Academy for the benefit of its citizens in and around Seminole County; and
WHEREAS, the Public works Academy of Seminole County, working in partnership
with Seminole Community College and the Seminole County School Board, has identified the
following public and private employers within Seminole County:
City of Winter Springs
City of Casselberry
City of Longwood
City of Sanford
Various Utility Companies
City of Altamonte Springs
City of Lake Mary
City of Oviedo
Seminole County Government
WHEREAS, the above-mentioned employers can use and benefit from a workforce
trained in the sensitive field of public service and certified in the disciplines of Public Works
and the provisions of utility services; and
WHEREAS, these employers, in cooperation with Seminole Community College and
the Seminole County School Board, have the facilities and personnel to offer a variety of
introductory, workforce development education, apprenticeship, post-secondary adult
vocational, and certified training programs for those who are either employed in or desire to
enter into employment in Public Works; and
WHEREAS, the City Commission believes it to be in the best interest of its citizens
to provide both quality education and training opportunities in the areas of water, wastewater,
traffic, roads stormwater, and facility maintenance to all its employees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF WINTER SPRINGS, FLORIDA, THAT:
1. The City Commission endorses and supports the establishment of a Public
works Academy to educate and train present and future employees in providing
public works and utility services.
2. The City Commission recognizes the benefits to be derived from upgrading
and standardizing the skills and knowledge of its present employees.
3. The City Commission recognizes the benefits to be derived from having an
available reserve of qualified employee candidates.

day of August, 1999.
