FAILED TO PASS.
RESOLUTION NO. 738
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
SUPPORTING THE EFFORTS OF 1000 FRIENDS OF FLORIDA,
THE FLORIDA NATIONAL SCENIC TRAILS ADVISORY COUNCIL,
THE UNITED STATES DEPARTMENT OF AGRICULTURE FOREST
SERVICE AND THE FLORIDA TRAIL ASSOCIATION FOR THE
PROTECTION AND ACQUISITION OF THE LAKE JESUP GREENWAY
BY THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION;
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the Lake Jesup Greenway is located primarily within
the incorporated boundaries of the City of Winter Springs, Florida, and
WHEREAS, the Lake Jesup Greenway and the accompanying CSX
railroad line provide the only feasible route for the Florida National Scenic
Trail through east-central Florida, and
WHEREAS, the Lake Jesup Greenway corridor represents the only
remaining environmental corridor between the Econlockhatchee River Basin and
the Wekiva Preserve, and is necessary for the natural migration and movement
of many wildlife species, and
WHEREAS, the City of Winter Springs faces a significant trans-
portation challenge in providing the infrastructure required to support
expected growth over the next twenty years, and
WHEREAS, the Lake Jesup Greenway represents a viable alternative
transportation route for the residents of the City of Winter Springs, Florida,
as well as the public in general;
WHEREAS, unless this greenway is protected, the Florida
National Scenic Trail will likely be broken and its goal unrealized-to connect
the Everglades to Gulf Islands National Seashore in the panhandle,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS:
SECTION I - That every effort should be made by the Florida
Department of Environmental Protection to acquire and protect this corridor
along the south shore of Lake Jesup.
SECTION II - To support and approve the recommendations of 1000
Friends of Florida, the Florida National Scenic Trail Advisory Council, the
USDA Forest Service and the Florida Trail Association to establish the Lake
Jesup Greenway as the number one statewide priority for protection.
SECTION III - This resolution shall remain in force until
supplemented, amended, repealed or otherwise altered.
SECTION IV - All resolutions or parts of resolutions in conflict
with this resolution are hereby repealed.
SECTION V - This resolution shall take immediate effect upon its
passage and adoption.
