HomeMy WebLinkAboutResolution 697 Safety Busing Committee RESOLUTION NO. 697 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, ENDORSING THE ESTABLISHMENT OF A COUNTY-WIDE SCHOOL SAFETY BUSING COMMITTEE COMPOSED OF REPRESENTATIVES FROM SEMINOLE COUNTY SCHOOL DISTRICT, SEMINOLE COUNTY BOARD OF COUNTY COMMISSIONERS, SEMINOLE COUNTY SHERIFF'S DEPARTMENT AND APPROPRIATE PUBLIC SAFETY PERSONNEL FROM EACH MUNICIPALITY THEREIN TO REVIEW ALL DESIGNATED SCHOOL BUS STOPS AND REQUESTS FOR SAFETY BUSING AS IT RELATES TO SAFETY; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, children throughout Seminole County attend public high schools, middle schools and elementary schools; and WHEREAS, there is a need for the Seminole County School District to provide busing for many of these students; and WHEREAS, there is a demonstrated need to coordinate the establish- ment of designated school bus stops and safety busing in an effort to maximize safety; and WHEREAS, all governmental entities in Seminole County desire to work towards and participate to that end including the recommendation of safety busing solely based on safety concerns as titled "hazardous walking conditions" in Florida Statutes 234.021; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, THAT: 1. For the purposes and intent of this Resolution, the common reference to "courtesy" busing is hereby designated safety busing. 2. That the Seminole County School Board be strongly encouraged to establish an intergovernmental safety committee to be charged with, among other things, the evaluation of the safety of bus stops that serve students attending public high schools, middle schools and elementary schools in Seminole County. This committee shall also review safety concerns raised by officials, parents or other citizens regarding bus routes, private transportation of students, and student pedestrian safety in order that appropriate recommendations may be made to the Seminole County School Board. 3. The committee shall be composed of Public Safety Officials, transportation experts, or other appropriate representatives from all Seminole County governmental jurisdictions. There shall be one representative appointed by each municipality, the Seminole County Sheriff's Department, the Seminole County Board of County Commissioners, and the Seminole County School Board. The latter shall be designated the coordinating agency. 4. The results and recommendations of said committee shall then be forwarded to the appropriate municipality, the Seminole County Sheriff's Depart- ment, the Seminole County Board of County Commissioners, and the Seminole County School Board. The latter shall review the findings and recommendations of the Safety Committee and take appropriate action. 5. A copy of this Resolution shall be forwarded to the chief executive officer of each jurisdiction to be represented on the Committee for immediate consideration and adoption no later than December 1, 1992. Upon adoption, a copy of said Resolution shall be immediately forwarded to the Chairman of the Seminole County School Board. 6. The Seminole County School Board shall implement the intent of this Resolution by corresponding legislation no later than January 1, 1993. 7.
