RESOLUTION NO. 682
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
OPPOSING THE PROPOSED PLAN FOR REORGANIZATION OF THE
MEMBERSHIP OF THE ORLANDO URBAN AREA METROPOLITAN
PLANNING ORGANIZATION, AND IN SUPPORT OF AN APPORTIONED
MEMBERSHIP WITH REPRESENTATION IN DIRECT PROPORTION TO
POPULATION.
WHEREAS, Governor Lawton Chiles has requested all MPOs in
the State of Florida develop and submit a membership reapportionment
plan by July 1, 1992; and
WHEREAS, the Orlando Urban Area Metropolitan Planning
Organization, at its meeting of May 21, 1992, approved a plan to
reduce the size of the MPO from its existing size of 16 members to a
total of 9 members; and
WHEREAS, each member government must provide to the Governor
a Resolution accepting or rejecting the proposed reapportionment; and
WHEREAS, the proposed plan of reorganization virtually
eliminates municipal representation allowing only one municipal represen-
tative out of seven local governmental officials, and
WHEREAS, 40% of the area's population is within municipalities
and virtually all of the major transportation destinations are located
within municipalities, and
WHEREAS, the elimination of seven members and all but one
municipal representative in the name of efficiency smacks of elitism and
paternalism and denies the MPO the range of views and experience continued
municipal representation provides, and
WHEREAS, the Cities, no less than any other agencies, have a
direct responsibility to provide to their residents the best transportation
methods and facilities available; and
WHEREAS, the City of Winter Springs deems it imperative and in
the best interest of the entire community that membership in the MPO reflect
the proportion of the population resident in municipalities
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS to support the proposal that:
1. Membership in the Orlando Urban Area Metropolitan
Planning Organization reflect the proportion to
population resident in the cities,
2. That the total membership of the MPO not be so
constrained as to prevent full and effective
participation of the area municipalities,
3. That at a minimum the most populous city of each
county be a representative on the MPO.
