WENT BACK BEFORE THE CITY COMMISSION ON 01/13/92 AND WAS TABLED AGAIN. IT NEVER WENT BACK BEFORE THE CITY COMMISSION never adopted RESOLUTiON NO. 678 A RESOLUTION OF THE CITY OF WiNTER SPRINGS, FLORIDA, REQUESTING THE FLORIDA LEGISLATURE TO ADOPT HOUSE BiLL 215 DURING ITS 1992 SESSION WHICH WOULD AUTHORIZE COUNTIES THROUGHOUT THE STATE TO LEVY A DISCRETIONARY SURTAX ON DOCUMENTS; EFFECTIVE DATE. WHEREAS, there exists a shortage of decent, safe and affordable housing in Winter Springs, for very low and low income persons and families. WHEREAS, the reduction in Federal programs and population growth in Winter Springs, have increased the need for financial assistance to leverage State and Federal funds for the provision of affordable housing for very low and low income households. WHEREAS, the State of Florida has imposed requirements Tor tne provision of affordable housing upon counties and municipalities through the Growth Management Act of 1985. WHEREAS, the Trust Fund will be used to encourage the formation of private/public partnerships for the construction and rehabilitation of very low, low and moderate income housing. WHEREAS, the Florida Legislature has before itl house Bill 215, which authorizes counties to levy a discretionary surtax on deeds and other instruments relating to commercial realty to generate the funds to establish a locally-administered County housing Assistance Loan Trust Fund to provide financial assistance for constructing, rehabilitating or purchasing housing for very low, low and moderate income residents. NOW, THEREFORE, BE IT RESOLVED BY THE CiTY COMMISSION OF THE CITY OF WINTER SPRiNGS, FLORIDA: SECTION that the Florida Legislature is hereby requested to adopt House Bill 215 during its 1992 sesslon which would authorize counties throughout the State to levy a discretionary surtax on documents; not to exceed the rate of 45 cents for each $100.00 in commercial real estate transactions, and to establish a County Housing Assistance Loan Trust Fund and loan program.
