BUT THE ORDINANCE NEVER WENT BACK BEFORE THE CITY COMMISSION FOR THE SECOND READING. Janet LaPlaca, 622 Murphy Road, Winter Springs, Florida: spoke on the technical mis- use of the term "blight" to acquire funds, and possible displacement.
