RESOLUTION NO. 598
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
FIXING THE FEES TO BE PAID BY APPLICANTS FOR CERTAIN
OCCUPATIONAL LICENSES; CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City of Winter Springs, Florida, has determined
that it needs to revise and consolidate its Fee Schedule for Occupational
Licenses for certain businesses and
WHEREAS, the City Commission of Winter Springs, Florida, has
by the adoption of Ordinance No. 224 directed that it is necessary to set
Business License Fees by resolution,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE THE CITY OF WINTER SPRINGS, FLORIDA, THAT:
SECTION I - the following fee schedule for Business/License
Fees is adopted as being the official Fee Schedule for the City of Winter
Springs, Florida:
A. General Building Contractors, which shall include, but not
be limited to:
1. General Building Contractors, Class I. . . . . . .$230.00
2. General Building Contractos, Class II. . . . . . .$150.00
3. General Building Contractors, Class III.. . .$100.00
B.
Subcontractors:
As defined in Section 8-23.

C. Entertainment: If not listed below fee is $200.00 per year.

3.Amusement Machines
(a) Distributor-Owner. .$200.00
(b) Business-per machine ........$20.00

E. Industrial: shall pay an annual fee of $100.00 plus an
additional surcharge of $4.00 for each employee above ten
employed by the firm.
F. Lodging, which shall include, but not be limited to:
1. Apartment houses shall pay a minimum fee of $10.00
or $6.00 per rental unit, whichever is the higher.
2. Motels and hotels shall pay $4.00 per rental unit.
3. Rooming houses shall pay a minimum of $20.00 or
$2.00 per room, whichever is the higher.
4. Trailer parks shall pay $225.00 for 100 or more
trailer spaces, or $2.25 per trailer for under 100
spaces, with a minimum charge of $80.00 per trailer park.
G.Merchants, which shall include, but not be limited to:
Wholesale sales
Retail sales
Rolling stores
Solicitors
Pawnbrokers
Import/Export
1. Each merchant shall pay an annual fee of $100.00 for the
first 3,000 square feet of area, and $20.00 for each
additional 3,000 square feet of area or part thereof.
2. For rolling stores the fee shall be $100.00 for the
first vehicle and $20.00 for each additional vehicle.
Specifically excluded from classification as a rolling
store is any store which has an established place of
business in the City requiring an occupational license.
Each rolling store shall maintain upon each vehicle
while in operation or use, a rolling store permit, and
the holder of each permit or agent thereof shall exhibit
the same to the City license inspector, his deputy or
any police officer upon being required to do so by any
of them.
3. Any person selling merchandise which has been pawned or
otherwise traded for a cash consideration shall pay an
annual license fee of $225.00.
4. An outside display area, supplementing the primary sales
area, shall be licensed on a basis of $20.00 for each
additional 15,000 square feet of area.
H.
News media, which shall include, but not be limited to:
Radio Broadcasting
companies
Television companies
Newspaper publishing
companies
Each category within this class shall pay an annual license
fee of either:
1. $200.00 when the company has a local office; or
$100.00 when the company has no local office.
I.
Professional, which shall include, but not be limited to:
Architects
Physicians
Dentists
Attorneys
Engineers
Accountants
Dental hygienists
Realtors
Chiropractors
Musicians
Surveyors
Ethical hypnotists
Veterinarians
Stockbrokers
Commercial artists
Auctioneers
Insurance Agents
Chiropodists or podiatrists
1. Individual rates shall be $75.00 per year for each
firm member, partner or profit-sharing associate,
and $50.00 per year for each professional associate
who is a nonprofit-sharing member.
2. Insurance agents shall pay either the $75.00 annual
fee as a professional agent or the $50.00 fee as an
associate, in which case the company represented by the
agent shall pay the $75.00 annual fee.
J. Restaurants and Nightclubs:
1. Establishments where only food and not alcoholic
beverages are sold shall pay an annual fee as follows:
a. If food is consumed on the premises the fee shall
be $50.00 for the first 30 seating spaces and $2.00
for each seat over 30.
b. If food is consumed off of the premises and the
establishment is a drive-in restaurant, the fee
shall be $100.00 plus $2.00 per parking space.
c. If both on-premises consumption and drive-in service
is permitted, the fee shall be $100.00 plus $2.00
per seat over 30 and $2.00 per parking space.
2. If food and alcoholic beverages are served, the fee
shall be the same as established in subsection (J)
(la. )
3. If food and alcoholic beverages are served and dancing
is allowed, the fee shall be the same as established in
subsection (J)(la), plus $150.00 per year.
4. Where no food is served but alcoholic beverages are
served and dancing is allowed, the fee shall be the
same as established in subsection (J)(la.), plus
$150.00 per year.
K. Retail, which shall include, but not be limited to:
Bakeries
Bottled gas
Firearms
Florists
Ice Distributors
General Merchants
Milk Distributors
Peddlers of fresh fruit
Secondhand dealers
New vehicle dealers
Cemetery sales
Retail Food Markets
The fee for retail occupational licenses shall be as
established for merchants.
L. Service businesses, which shall include, but not be
limited to:
Automotive Service
Personal Service
Repair Service
Service Agency
Coin-operated Machine service
1. Automotive service shall include, but not be limited to,
automobile painting, body and fender work not connected
with a garage, vehicle rental, garages, parking lots,
rental car agencies, taxi-cabs, wrecker service, car
washes and related work, mobile home moving and used
car dealers, the fee for which shall be $100.00 per
year, except that filling stations shall pay an annual
fee of $100.00 plus $20.00 for each pump over four in
number. A pump is defined as being the apparatus from
which gasoline is dispenses.
2. Personal services shall include, but not be limited to,
baths, masseurs, bookkeeping service, cleaners, laundries,
storage, dressmakers, embalmers and funeral homes, tailors,
interior decorators, photographers, photofinishing,
private schools, public stenographers, rug cleaners, taxi-
dermists, canine grooming, upholstering, catering services,
delivery of messages, tree and landscaping businesses,
exterminators, laboratories, barbershops, beauty shops,
self-service laundries and sewer cleaning services, the
fee for which shall be $75.00 per year, except as follows:
a. Barber and beauty shops shall pay an annual fee of
of $75.00, plus $10.00 per chair for each chair over
one.
b. Linen and uniform service shall pay an annual fee
of $75.00 per year, plus $20.00 per pickup and
delivery vehicle.
c. Bookkeeping services performed by a self-employed
individual and operating out of a residence shall
pay an annual fee of $75.00.
d. Laundry pickup stations, where no work is done on the
premises and no more than one person is employed
shall pay one-half of the base rate applicable to
laundries.
e. Shoe shine shops shall pay an annual license fee of
$30.00, plus $4.00 for all shoeshine stands over two.
3. Repair services shall include, but not be limited to,
television repair, radio repair, electrical appliance
repair and special installation, repair and maintenance
service, the fee for which shall be $75.00 per year.
4. Service agencies shall include, but not be limited to,
advertising, collections, credit bureaus, employment
agencies, express companies, patrol agencies, printing
or publications, rental agencies, abstract and title
services, telegraph agencies, armored cars, answering
services, bonding companies, data processing service
and local business offices, the fee for which shall be
$100.00 per year.
5. Coin-operated machine service, includes service and
vending machines, but not amusement machines. The fee
for such businesses shall be as follows:
a. Distributor-owner for 1 to 25
machines. . . . . . . . . . . . . . . . . $100.00
b. Distributor-owner for 25 to 50
machines. . . . . . . . . . . . $150.00
c. Distributor-owner for 50 to 75
machines. . . . . . . . . . . . $200.00
d. Distributor-owner for 75 or more
machines. . . . . . . . $225.00
In addition to the above fees, a sticker shall
be required for each machine, the fee for which
shall be $2.00 for non-electric five-cent
vending machines, $6.00 for each coin-operated
self-service, laundry machine and $4.00 for all
other coin-operated machines.
M. Utilities, which shall include, but not be limited to:
Telephone Companies
Electricity Companies
Natural Gas Companies
Cable Television Companies
Each utility company shall pay an annual license fee of
$200.00 in addition to any franchise or property tax payments.
N. Wholesale, which shall include, but not be limited to:
Food dealers
Petroleum dealers
Storage warehouses
Each wholesale business shall pay an annual fee of $125.00
O. Other occupations: All other occupations not specifically
set forth in this section shall pay a general occupational
license fee of $100.00.
SECTION II - This Resoltuion shall remain in force and effect
until supplemented, amended, repealed or otherwise altered.
SECTION III - All Resolutions or parts of Resolutions in conflict
with this Resolution are hereby repealed.
SECTION IV - This Resolution shall take immediate effect
upon its passage and approval.
