RESOLUTION NO. 573
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
OPPOSING THE PROPOSED EXPRESSWAY ALIGNMENTS; REQUESTING
THE EXPRESSWAY ALIGNMENT BE MOVED NORTHEASTWARD APPROXIMATELY
500 FEET OR FOLLOW THE EXISTING RAILROAD RIGHT-OF-WAY;
CONFLICTS AND EFFECTIVE DATE.
WHEREAS two valuable parcels of land in the City of Winter
Springs will be unnecessarily split by two of the three proposed
expressway alignments, and
WHEREAS the families of Lewis and Juanita Blumberg and Vern and
June Kingsbury will lose their homes, and
WHEREAS there are alternatives which would utilize less valuable
land and leave these centrally located development properties available
to provide a better tax base for the City of Winter Springs.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, FLORIDA:
SECTION I - That the Expressway Authority consider to move the
alignment laterally northeastward approximately 500 feet thus taking
the expressway through burned out orange grove and a trash dump.
SECTION II - That another alternative is to follow the existing
railroad right-of-way thereby eliminating the construction of two
railroad bridges at a savings of approximately one million dollars.
SECTION III - That the City Commission urges the Expressway
Authority to consider these alternatives and adjust the road alignment
northward.
SECTION IV - That all resolutions or parts of resolutions in conflict
herewith are hereby repealed.
SECTION V - This Resolution shall take effect immediately upon its
final passage and adoption.

PROTEST
Two valuable parcels of land in Winter Springs will be
unnecessarily split by two of the three proposed expressway
alignments. Both families will lose their homes. The properties
are owned by Lewis and Juanita Blumberg, and Vern and June
Kingsbury. They are located on the north side of 434, just west of
Brantley Road. See enlarged map attached.
There are alternatives which would utilize less valuable land
and leave these centrally located development properties available
to provide a better tax base for the City of Winter Springs. The
Kingsbury parcel is a prime shopping center site, and the Blumberg
parcel is designated for an office park, adjoining the Winter
Springs Municipal Building.
ALTERNATIVES
1. Move the alignment laterally northeastward approx. 500'. This
would take it through burned out grove, a trash dump; all land with
no highway frontage.
2. Follow the existing railroad right-of-way. This would
eliminate the construction of two railroad bridges at a savings of
approx. 1 million dollars.
REQUEST
We hereby request that the City of Winter Springs pass a
Resolution urging the Expressway Authority to adjust the road
alignment northward.
