RESOLUTION NO. 538
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
RECOMMENDING THE LEGISLATURE TO ENLARGE AND AMEND THE
CITIES TAXING ABILITY; SEVERABILITY, CONFLICTS AND
EFFECTIVE DATE.
WHEREAS, the City of Winter Springs will experience substantial
cutbacks of federal funding as a result of Gramm-Rudman law, and
WHEREAS, the $25,000 homestead exemption law provides tax
inequities, and
WHEREAS, inflexible tax laws prohibit the local government from
new forms of taxes without authorization from the legislature, and
WHEREAS, without sufficient funding to support continued growth,
develop capital improvement programs and infrastructure needs, the 1986/87
budget will require significant cutback in services or increases in property
taxes.
NOW, THEREFORE, THE CITY OF WINTER SPRINGS, FLORIDA,
HEREBY RESOLVES:
SECTION I - That the Legislature meeting at its 1986 session enact
such laws which provide for the local governments, a local option gross
receipts tax which the cities and not only the counties may enact, and that
such taxes be collected by the cities and not distributed by the counties
to the cities.
SECTION II - That the Legislature also permit the cities to enact a
10 percent utility tax on cable television services.
SECTION III - That the Legislature consider removing the caps on
occupational license taxes.
SECTION IV - That the Legislature provide for mid-year assessments
for new construction to enable the City to obtain ad valorem taxes to match
growth without a one year delay.
SECTION V - That the Legislature provide for a constitutional
amendment to be placed on the ballot, to change the $25,000 homestead
exemption law to a maximum of 50% of the assessed valuation.
SECTION VI - This resolution shall remain in force and effect until
supplemented, amended, repealed, or otherwise altered.
SECTION VII - All resolutions or parts thereof in conflict with this
resolution are hereby repealed.
SECTION VIII - This resolution shall take immediate effect upon its
passage and approval.
