RESOLUTION NO. 523
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
REQUESTING THE SEMINOLE COUNTY LEGISLATIVE DELEGATION
TO REJECT OR WITHDRAW THE PROPOSED STORMWATER
MANAGEMENT BILL; CONFLICTS AND EFFECTIVE DATE.
WHEREAS, a review of a stormwater management bill, proposed
legislation, determined that the City would be required to inventory the
location, physical conditions of existing stormwater systems, identify and
prioritize the local water quality and quantity problems being caused by the
operation of existing stormwater management systems; and
WHEREAS, the bill requires a schedule of priorities to upgrade
existing and future stormwater systems over twenty (20) years; and
WHEREAS, every local government will be required to prepare a
stormwater element without financial aid, and
WHEREAS, within one year of the adoption and approval of stormwater
performance standards each county and municipality will have to adopt or amend
local ordinances to regulate stormwater consistant with stormwater management
elements, and
WHEREAS, the local governments will be required to enforce the
program, and
WHEREAS, the requirements of this legislation will incur excessive
expense to the City of this small size, and incur an excessive tax burden upon
the residents of the City for such a costly program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, FLORIDA:
SECTION I - That the City of Winter Springs, Florida, hereby
requests the Seminole County Legislative Delegation to reject or withdraw this
proposed legislation.
SECTION II - All resolutions or parts of resolutions in conflict
with this resolution are hereby repealed.
SECTION III - This resolution shall take immediate effect upon its
passage and approval.
