HomeMy WebLinkAboutResolution 407 Water Resources Program RESOLUTION NO. 407 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, SUPPORTING A PROPOSAL OF SEMINOLE COUNTY FOR INCLUSION IN THE 1983-84 REGIONAL WATER RESOURCES ASSISTANCE PROGRAM. WHEREAS, Water resource management for the Gee Creek and Soldiers Creek Basins has been identified by Seminole County and the Cities of Lake Mary, Winter Springs, and Casselberry as being most critical due to the impact resulting from rapid urbanization, and WHEREAS, these drainage basins are entirely located within the St. Johns River Water Management District, and WHEREAS, to be effective, water resource management must be undertaken on a drainage basin basis, and WHEREAS, portions of Seminole County and the Cities of Lake Mary, Winter Springs, and Casselberry are located within the Gee Creek and Soldiers Creek Drainage Basins, and WHEREAS, the local governments realize the necessity of a comprehensive approach to water management in these drainage basins, and WHEREAS, Seminole County has not developed a water management plan, and WHEREAS, this area has experienced recurring drainage problems, and WHEREAS, areawide water management problems have evolved beyond the financing capabilities of the County and Cities to solve these problems. NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, SECTION I - That the City of Winter Springs, Florida, supports the application of Seminole County, Florida, which requests that the St. Johns River Water Management District provide financial assistance to obtain contour mapping of the Gee Creek and Soldiers Creek Drainage Basins. SECTION II - That the proposed contour mapping be consistent with previous mapping in both the Little Wekiva and Howell Branch Drainage Basins. SECTION III - That the St. Johns River Water Management District use this contour mapping as the basis for developing a compre- hensive water management study in both the Gee Creek and Soldiers Creek Drainage Basins. SECTION IV - That once the District has completed the contour mapping for these basins, the study should extend over a two (2) year time frame. SECTION V - That local capabilities would be up-graded by the contour mapping and this study, providing a basis for Seminole County, Lake Mary, Winter Springs, and Casselberry to make informed comprehensive water management decisions. SECTION VI - This Resolution shall remain in force and effect until supplemented, amended, repealed or otherwise altered. SECTION VII - All Resolutions or parts of Resolutions in conflict with this Resolution are hereby repealed. SECTION VIII - This Resolution shall take immediate effect upon its passage and approval.
