THE RESOLUTION WAS NEVER BROUGHT BACK TO THE CITY COMMISSION. Never Passed RESOLUTION NO. 400 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, OPPOSING THE CONSTRUCTION OF THE ORLANDO UTILITIES COMMISSION'S PROPOSED COAL-FIRED STANTON ENERGY CENTER AND RAISING CONCERN REGARDING THE ENVIRONMENTAL IMPACT OF THIS PLANT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Orlando Utility Commission has proposed a coal-fired energy center in the vicinity of the Orange County landfill area utilizing approximately 2,285 minimum acres; and WHEREAS, the necessity and economic benefits of the construction of this proposed energy center is questionable; and WHEREAS, energy conservation programs have not been seriously examined as an alternative to increasing power generation requirements; and WHEREAS, the economic costs of potential and real environmental damage has not been given proper and thorough consideration; and WHEREAS, the residents of the area impacted by the proposed plant have not been given ample opportunity to give public input to the decision making process of building this plant; and WHEREAS, when additional pollutants are emitted into the air which has already been adversely impacted by the rapid growth of Central Florida will cause an even greater exposure to poor air quality; and WHEREAS, the planned increase of plant capacity beyond the initial proposed construction phase will magnify the concerns and problems by a significant multiplier; and WHEREAS, the responsible public officials and agencies involved with the permitting and licensing process of this plant need to seriously consider the potential risks to public health, safety and welfare, as an overriding consideration to the assumptions given uncertain economics and current environmental standards which do not measurably demonstrate the human values essential to the quality of life desired. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, THAT: SECTION I - the City Commission of the City of Winter Springs, Florida does hereby oppose the construction of the proposed OUC coal-fired plant and strongly requests every public official involved with the review and approval process to give the highest priority to the impact of the aonstruction and operation this plant will have on the quality of life appropriate to the residents of our community.
