Piland, MAYOR ATTEST: Mary T. Norton CITY CLERK CITY OF WINTER SPRINGS, FLORIDA 400 NORTH EDGEMON AVENUE WINTER SPRINGS. FLORIDA 32708 Telephone (305) 327-1800 July 20, 1982 Hon. Gerald L. Gunter Commissioner Public Service Commission Fletcher Building Tallahassee,,Fl. 32304 Reference: Municipal Service Rate Schedule MS-l Dear Commissioner Gunter: I am writing regarding FPSC Order 10762 dated May 4, 1982 whereby you are considering the elimination of the Municipal Service Rate Schedule'(MS-1) in favor of a general service and lighting rate schedule. On behalf of the City of Winter Springs, Florida, I would like to register with the Public Service Commission our opposition to the elimination of the MS-1 Rate Schedule. Preliminary data indicates that the charge will result in an increase in the price of electric service to our City. We can see no logical reason to place the additional burden of increased power bills upon the residents of our community. We request the Public Service Commission not eliminate the Municipal Service Rate Schedule MS-1 because it will place an unnecessary burden upon the general public at a time when all other levels of government are striving to give tax relief by controlling government expenditures. Thank you for your consideration. Sincerely, CITY OF WINTER SPRINGS Richard Rozansky City Manager mn CITY OF WINTER SPRINGS, FLORIDA 400 NORTH EDGEMON AVENUE WINTER SPRINGS. FLORIDA 32708 Telephone (305) 327-1800 July 23, 1982 The Honorable Phillip Burton The United States House of Representatives 2304 Rayburn HOB Washington D. C. 20515 Dear Mr. Burton: I am writing to voice my opposition to H.R. 4929 which has recently passed the House Education and Labor Committee. The Public Employees Pension Plan and Accountability Act (H.R 4929) , flagrantly violates the principal that the Federal J. Government should refrain from regulating what is clearly and strictly a responsibility of state and local government. We in local government are absolutely strangled by needless and senseless regulations and mandates forced upon us by those who apparently mean well but who are far removed from local issues and problems. These unnecessary mandates and the resulting administrative law make the delivery of programs and service to the local public all but impossible, and certainly not very cost effective. To support this legislation would be to turn away from the new federalism and once again embrace the idea that the Federal Government can better manage local problems regardless of how far removed from a problem Washington might be. For these reasons, I would ask that you withdraw your sponsorship for this legislation. Thank you for your consideration. Sincerely, Richard Rozansky City Manager RR: saz cc: John N.
