RESOLUTION NO. 375
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
OPPOSING THE PROPOSED SENATORIAL PLAN FOR RE-APPORTION-
MENT; OPPOSING ANY HOUSE PLAN FOR REAPPORTIONMENT;
PROVIDING FOR CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the 1982 Session of the Florida Legislature officially
commenced January 18, 1982 with reapportionment as a matter of prime con-
sideration; and
WHEREAS, reapportionment for Legislative and Congressional
Districts is a highly viable issue of primary interest to the City of
Winter Springs, Florida; and
WHEREAS the City of Winter Springs, Florida, has been introduced
to plans for legislative reapportionment known as:
A. The House Plan, and
B. The Senate Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS:
SECTION I: The City of Winter Springs opposes the proposed
Senatorial plan for re-apportionment;
SECTION II: Requests a House apportionment plan, giving
Seminole two House Districts totally within the County, with the 17,000
remaining people preferably connected with a House seat from Orange County;
SECTION III: Requests the Legislature to preserve within districts
the integrity of City boundaries, not splitting any City among districts
wherever possible;
SECTION IV: Requests the Legislature to keep Seminole intact in
one Senatorial District, including some 60,000 people from some other county
in that District;
SECTION V: Opposes a Congressional districting plan which would
include Seminole with Alachua, Lake, Sumter and Putnam Counties;
SECTION VI: Opposes the Senate plan, which would split Seminole
among three Senatorial Districts, diluting Seminole's political influence.
SECTION VII: Be it further resolved that copies of this resolution
be furnished to the following: Majority and Minority Leaders of the Fla.
Senate and House of Rep,; Sem.County Legislative Delegation; Mayors of each
municipality; Governor; Board of Co. Comm. of Seminole County; Speaker of
House and President of the Senate.
SECTION VIII: This Resolution shall remain in force and effect
until supplemented, amended, repealed or otherwise altered.
SECTION IX: All Resolutions or parts of Resolutions in conflict
with this Resolution are hereby repealed.
SECTION X: This Resolution shall take immediate effect upon its
passage and approval.
