RESOLUTION NO. 349
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
SUPPORTING AND APPROVING THE APPEAL OF THE FRIENDS OF
THE ST. JOHNS TO THE ST. JOHNS RIVER WATER MANAGEMENT
DISTRICT: SEVERABILITY AND EFFECTIVE DATE.
WHEREAS Resolution 81-2 of the St. Johns River Water Manage-
ment District has caused grave concern to persons interested in the
preservation and improvement of the whole St. Johns River, so vitally
important to the State of Florida, and
WHEREAS this project, Basic Design Concept, refers only to the
upper St. Johns River with no provision for the whole St. Johns River, the
rest of which suffers so critically from loss of water and normal flow, and
WHEREAS, there is favorable response and evident concern as to
the effect of this water management plan in relation to its inpact on
specific agricultural interests in the upper river basin,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF WINTER SPRINGS, FLORIDA,
SECTION I - That it seems clearly improper and harmful for the
upper river, which is the main source of water and flow for the whole river,
to be treated without consideration of the effect, and, in reality, possible
harm to the rest of the river;
SECTION II - It is requested that there be included in this Basic
Design Project a specific commitment to provide the rest of the river with
adequate flow to overcome stagnation.
SECTION III - To support and approve the appeal of the Friends of
the St. Johns, Inc. to the St. Johns River Water Management District.
SECTION IV - All resolutions or parts of Resolutions in conflict
with this Resolution are hereby repealed.
SECTION V - This Resolution shall take immediate effect upon its
passage and approval.
