RESOLUTION NO. 346
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
REQUESTING TECHNICAL ASSISTANCE IN PERSONNEL MANAGE-
MENT FROM THE DEPARTMENT OF VETERAN AND COMMUNITY
AFFAIRS.
WHEREAS, the City of Winter Springs has recognized certain
needs in the community which relate to personnel management and general
personnel assistance; and
WHEREAS, the Personnel Assistance Program administered by
the Department of Veteran and Community Affairs offers local governments
the opportunity to develop or strengthen their merit-based personnel systems.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF WINTER
SPRINGS, FLORIDA, THAT:
SECTION I - The City officially requests the Department of
Veteran and Community Affairs to include it in the Department's local
government personnel assistance program.
SECTION II - The terms and conditions under which this service
is provided are as follows:
1. The Department of Veteran and Community Affairs and the
governing body acknowledge that this is a cooperative
undertaking, and that its success depends on the concerted
effort of both parties.
2. The governing body agrees to provide opportunities for
Department of Veteran and Community Affairs staff to meet
with and receive input from the elected officials and
administrative staff, and to convey to them the direction
and projected outcome of the assistance.
3. The governing body agrees to make local staff time and
other resources available, exclusive of general budgetary
funds, in order to ensure that projects are completed on a
timely basis.
4. The governing body agrees to give deliberative review and
consideration to the adoption and implementation of the
study recommendations.
5. The jurisdiction agrees to provide documented records of
in-kind contributions of local personnel time and supplies
involved in the personnel assistance process from the
effective date of this agreement to the completion of the
assistance. Local in-kind contributions will match the
funds spent by the Department, with the amount being
determined by computation of actual expenses based on
travel reimbursement and staff salaries. The jurisdiction
will be notified quarterly of funds spent by the Department,
and agrees to provide documentation of the total match by
December 31, 1981. The jurisdiction agrees to provide in-
kind documentation on forms provided by the Department by
the 10th of the month following the close of each quarter,
with the quarters designated as January-March, April-
June, July-September and October-December.
6. The governing body agrees to complete an evaluation state-
ment which includes an assessment of the quality and effect-
iveness of the services provided by the Department of Veteran
and Community Affairs.
7. The Department of Veteran and Community Affairs reserves the
right to alter the schedule for initiating and completing the
project due to unusual circumstances.
SECTION III - This Resolution shall remain in force until
supplemented, amended, repealed or otherwise altered.
SECTION IV - All resolutions or parts of resolutions in conflict
with this resolution are hereby repealed.
SECTION V - This Resolution shall take immediate effect upon its
passage and approval.

This agreement shall become effective on the date signed by the Department of
Veteran and Community Affairs.
