ORDINANCE NO. 517
AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA,
AMENDING SEC. 6-81 STANDARD BUILDING CODE ADOPTED OF
ARTICLE III. BUILDING CONSTRUCTION STANDARDS, PRO-
VIDING FOR ADOPTION OF STANDARD BUILDING CODE-199l
EDITION, EXCEPT APPENDIX B & E; PROVIDING FOR ADOPTION
OF STANDARD EXISTING BUILDING CODE-1988 EDITION; ADOPT-
ING STANDARD HOUSING CODE-199l EDITION; AMENDING ART. IV
ELECTRICITY, SEC. 6-101 ELECTRICAL CODE ADOPTED TO PROVIDE
FOR ADOPTION OF THE 1990 EDITION OF THE NATIONAL ELECTRICAL
CODE; AMENDING ART. V PLUMBING, SEC. 6-126 PLUMBING CODE
ADOPTED TO PROVIDE FOR ADOPTION OF STANDARD PLUMBING CODE
1991 EDITION; AMENDING ARTICLE VI. MECHANICAL CODE, SEC.
6-146. CODE ADOPTED, PROVIDING FOR ADOPTION OF STANDARD
MECHANICAL CODE-199l EDITION; PROVIDING FOR AMENDING
ARTICLE X. GAS CODE, PROVIDING FOR ADOPTION OF STANDARD
GAS CODE-199l EDITION; SEVERABILITY, CONFLICTS AND
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Winter Springs,
Florida, has determined that it is in the best interest of the City of Winter
Springs, Florida, to update and adopt the various standard Codes relating to
building, electricity, gas, housing, mechanical, plumbing and swimming pools,
and
WHEREAS, the adoption of these Codes is done to facilitate
proper inspection activities by the City of Winter Springs relating to con-
struction and to maintenance of buildings within the corporate limits of said
City and relating to public safety, health and general welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS AS FOLLOWS:
SECTION I - That Section 6-81 Standard Building Code Adopted, of
Article III Building construction standards is hereby deleted in its entirety
and the following replaced therefor:
Sec. 6-81. Standard Building Code Adopted.
There is hereby adopted by the City the Standard Building Code-
1991 Edition, except Sect. 101.4.1 and Appendix Band E, and Standard Existing
Building Code-1988 Edition and Standard Housing Code-199l Edition, as promul-
gated by the Southern Building Code Congress International, Inc. as the
minimum standards for building and construction within the City. The provisions
of the Standard Building Code shall govern all matters contained therein,
except when in conflict with the provisions of this chapter or other ordinances
of the City.
SECTION II - That Section 6-101 Electrical Code Adopted, of
Article IV. Electricity is hereby deleted in its entirety and the following
replaced therefor:
Sec. 6-101. Electrical Code adopted.
The City hereby adopts in its entirety that certain electrical
code known as the National Electric Code, 1990 Edition as published by the
National Fire Protection Association and the Central Florida Advisory Committee
Notice "J" except as otherwise provided in this article.
SECTION III - That Sec. 6-126. Plumbing Code Adopted of Article
V. Plumbing is hereby deleted in its entirety and the following replaced
therefor:
Sec. 6-126. Plumbing Code Adopted.
The City hereby adopts in its entirety that certain Plumbing code
known as the Standard Plumbing Code-199l Edition as promulgated by the
Southern Building Code Congress International, Inc., except as otherwise
provided in this article.
SECTION IV - That Sec. 6-146, Code Adopted of Article VI.
Mechanical Code is hereby deleted in its entirety and the following replaced
therefor:
Sec. 6-146. Code adopted.
The City hereby adopts the Standard Mechanical Code-199l Edition,
as promulgated by the Southern Building Code Congress International, Inc. as
the minimum standards for building and construction within the City.
SECTION V - That Sec. 6-240. Code Adopted of Article X Gas
Code is hereby deleted in its entirety and the following replaced therefor:
Sec. 6-240. Code adopted.
The City hereby adopts in its entirety that certain Code known
as the Standard Gas Code-199l Edition as promulgated by the Southern
Building Code Congress international, Inc., except as otherwise provided in
this article.
SECTION VI - Conflicts. All ordinances or parts of ordinances in
conflict herewith being the same are hereby repealed.
SECTION VII - Severability. If any section or portion of a
section or subsection of this Ordinance proves to be invalid, unlawful or un-
constitutional, it shall not be held to invalidate or impair the validity,
force or effect of any other section or portion of section or subsection or
part of this Ordinance.
SECTION VIII - Effective Date. This Ordinance shall become
effective immediately upon its passage and adoption.

p.m. on February 24, 1992, or as soon
thereafter as possible in the Commis-
sion Chamber, City Hall, 1126 East S.A.
434, Winter Springs, FL 32706.
Copies of the proposed ordinance are
available in the office of the City Clerk
for inspection. Interested parties may
appear at this hearing and be heard
with respect to this proposed ordinance.
Persons are advised that if they decide
to appeal any decisions made at this
meeting, they will need a, record of the
proceedings and lor such purpose they
may need to ensure that a verbatim re-
cord of the proceedings is made which
record includes the tastimony and evi.
dence upon which the appeal is to be
based per Section 286.0105 Florida
Statutes.
