HomeMy WebLinkAboutResolution 344 Traffic Signal 434 RESOLUTION NO. 344 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, REQUESTING THE SECRETARY OF TRANSPORTATION TO FURTHER CONSIDER THE AUTHORIZATION OF A TRAFFIC SIGNAL ON SR 434 AT THE SITE OF THE VILLAGE MARKETPLACE; CONFLICTS AND EFFECTIVE DATE. WHEREAS, upon Resolution No. 327 of the City of Winter Springs, Florida, the District 5 Office of the Florida Department of Transportation conducted a traffic survey to determine the need for vehicular and pedestrian traffic control along SR 434 within this City; and WHEREAS, upon review of their findings, the District Office did not authorize a traffic signal to be installed at the site of the Village Marketplace shopping center on SR 434 in Winter Springs; and WHEREAS, the City of Winter Springs contends that the afore- mentioned location comprises a hazardous traffic area due to the continued expansion of the shopping center and due to its proximity to a large mobile home park whose predominantly elderly residents frequent this shopping center and who must cross the said five-lane SR 434 to do so and who often must do so as pedestrians or bicyclists; and WHEREAS, the entrance to this shopping center was recently the scene of two fatalities of a vehicular collision. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WINTER SPRINGS, FLORIDA, THAT: SECTION I - The City of Winter Springs, Florida, respectfully requests that the Secretary of Transportation of the State of Florida further review the findings of the study conducted by District 5 regarding the need for traffic control devices along SR 434 in this City, and specifically examine the traffic pattern at the site of the Village Marketplace shopping center. SECTION II - The City asks moreover that the Secretary take into consideration the facts presented above and determine that signalization is necessary at this shopping center to help ensure the safety of the residents of the mobile home park directly across from the Village Marketplace as well as the health and welfare of all citizens of this City who patronize this shopping center. SECTION III - The City petitions that the Secretary make a positive decision to instruct the District 5 Office to authorize the necessary signalization as soon as feasible, so that partial funding of the initial costs for the signal may be made a provision of approval by the City of the final phase of the Village Marketplace shopping center. SECTION IV - This Resolution shall remain in force until supplemented, amended, repealed or otherwise altered. SECTION V - All resolutions or parts of resolutions in conflict with this resolution are hereby repealed. SECTION VI - This Resolution shall take immediate effect upon its passage and approval.
