RESOLUTION NO. 343
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
REQUESTING INCLUSION IN THE APPLICATION OF THE DEPART-
MENT OF COMMUNITY AFFAIRS FOR LOCAL PLANNING ASSISTANCE
FUNDS: PROVIDING FOR CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City Council of Winter Springs, Florida, has
recognized a need to provide for orderly growth and management as contem-
plated by the passage of the Florida Local Government Comprehensive Planning
Act of 1975, and
WHEREAS, the HUD 701 Comprehensive Planning Assistance Program
administered by the Department of Community Affairs provides funds to assist
localities in meeting requirements of this Act by preparing comprehensive plans,
updating existing plans, and preparing plan implementation mechanisms.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WINTER SPRINGS, FLORIDA, THAT:
SECTION I. The Department of Community Affairs is requested to
consider including Winter Springs, Florida, in its application to the U. S.
Department of Housing and Urban Development for local planning assistance funds
for the fiscal year beginning July 1, 1981.
The City Council of Winter Springs, Florida, indicates its commitment
to comply with the appropriate state and local laws, rules, and regulations for
the administration of this program, including but not limited to, necessary
matching funds, funding only eligible planning activities, etc., which are more
fully described in Chapter 9B-4, F.A.C.
SECTION II. This Resolution shall remain in force and effect until
supplemented, amended, repealed or otherwise altered.
SECTION III. All resolutions or parts of resolutions in conflict with
this Resolution are hereby repealed.
SECTION IV. This Resolution shall take immediate effect upon its
passage and approval.

Dear Local Official:
The Department of Community Affairs is currently accepting
applications for grant funds to help cities and counties implement
their comprehensive plans.
Grant awards of up to $20,000 are available through the '701'
Comprehensive Planning Assistance program. These funds may be used
to develop programs to insure that policies and recommendations
contained in locally adopted comprehensive plans are carried out.
Assisted programs may be directed toward helping to conserve existing
communities, expanding economic and housing resources, and promoting
orderly growth and energy conservation. Local governments that have
recently acopted comprehensive plans may wish to use these funds to
prepare zoning ordinances, subdivision regulations, capital improve-
ment programs or other plan implementation mechanisms.
Grant awards received through the '701' program furnish up to
two-thirds of the cost of each planning project, with a one-third
matching share provided by the grant recipient.
Eligible applicants include:
1. Cities with populations of 25,000 or less
2. Cities with populations of 25,000 to 50,000 who are UDAG-
eligible; and
3. Counties, except those defined as "urban" by the 1974 Block
Grant Legislation.
Local governments in the above categories that have previously
received '701' funds may he required to satisfy HUD land use and
housing certification requirements to be eligible for further '701'
assistance. However, regardless of whether your community has
been certified, you are encouraged to complete and submit the
enclosed application form and resolution. All applicants will be
ranked after the application deadline and will be notified of their
ranking. If certification of your land use and housing elements is

required, you may decide whether to proceed with your application,
based upon the standing of your community relative to other applicants.
The application for '701' assistance must contain two documents:
1. A resolution of the local governing body requesting
assistance under the program. Sample resolutions for
individual applicants and joint applicants are enclosed.
2. A completed application form which identifies the appli-
cant, provides fiscal information, and furnishes information
regarding local planning activities. An application form
is enclosed.
All applications and resolutions must be completed and postmarked
to the Department no later than February 16, 1981. No applications
will be accepted without both required documents. They should be sent

The Department has initiated the amendment of current rules
governing administration of the '701' program (Chapter 9B-4, F.A.C.)
to reflect Congressional revisions of the '701' program. An announce-
ment of the proposed rule amendment is enclosed and is reported in
the January 2, 1981, issue of the Florida Administrative Weekly.
