RESOLUTION NO. 324
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
SUPPORTING THE ACQUISITION OF SPRING HAMMOCK THROUGH
THE CONSERVATION AND RECREATION LANDS PROGRAM.
WHEREAS, the acquisition of Spring Hammock is of Countywide and
Regional significance, and
WHEREAS, Spring Hammock is an irreplaceable asset for the citizens
of Seminole County for a variety of reasons ranging from environmental values
to urban growth shaping, to recreation, to aesthetics, and
WHEREAS, Spring Hammock provides an important component of the
Region's natural heritage, plus is of archaeological and historic significance,
and
WHEREAS, the conservation of Spring Hammock in its natural state
would provide a greenbelt buffer between two urban areas, the cities of Sanford
and Lake Mary in the north and south Seminole County, and
WHEREAS, Spring Hammock may not be adequately protected by the
application of current development regulations, and
WHEREAS, this project has been placed number fourteen (14) on the
preliminary priority list of twenty six (26) projects to be submitted to the
Governor and Cabinet the end of November, and
WHEREAS, program funds are extremely limited due to the number of
projects on the preliminary priority list and available program dollars, and
WHEREAS, it is anticipated that ten (10) of the twenty-six (26)
projects may be funded, and
WHEREAS, the City of Winter Springs is a member of the Council of
Local Governments an organization providing for coordination between all
local governments in Seminole County, and
WHEREAS, Council of Local Governments has voted to support the
proposed acquisition of Spring Hammock.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF WINTER SPRINGS, FLORIDA, THAT:
SECTION I - the City of Winter Springs does hereby support and
endorse the acquisition ot Spring Hammock through the Conservation and Recrea-
tion Lands Program, and
SECTION II - there not be any limitation or any preclusion to the
City to annex any properties that would be otherwise deemed contiguous to the
city limits of the City of Winter Springs had it not been for the expansion of
the park and pres~rvation area now encompassed by Soldiers Creek Park.
SECTION III - that the priority of this project should be
raised so that it is funded under this year's grant program.

1980.
