RESOLUTION NO. 317
A RESOLUTION OF THE CITY OF WINTER SPRINGS,
FLORIDA, OBJECTING TO THE POSITION TAKEN BY
THE ORLANDO REGIONAL POSTMASTER, WHICH IS TO
REQUIRE THE CITIZENS OF THE INCORPORATED AREA
OF WINTER SPRINGS TO USE A CASSELBERRY MAILING
ADDRESS DUE TO THE NEW ZIP CODE OF 32708 BEING
ASSIGNED TO THE REALIGNED AREA WHICH INCLUDES
THE CITY OF WINTER SPRINGS AND THE CITY OF
CASSELBERRY; CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City of Winter Springs, Florida, is an
incorporated municipality and has been so incorporated for a period
of more than twenty (20) years with its own elected Mayor and Coun-
cil and its own City Charter; and,
WHEREAS, the City of Winter Springs, Florida has a
population in excess of 10,000 citizens and is larger than many of
its neighboring municipalities which have their own exclusive post
office and mailing address; and,
WHEREAS, as of the first day of July, 1980, a new zip
code of 32708 was assigned to a realiqned delivery area which encom-
passes both the City of Winter Springs, Florida, and the City of
Casselberry, Florida; and,
WHEREAS, the Orlando Regional Postmaster has taken the
position that any mail addressed to citizens in the City of Winter
Springs, Florida, must use the City of Casselberry as the address
for said mail otherwise the mail addressed to the citizens of the
City of Winter Springs could become undeliverable.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS:
SECTION I - That the City of Winter Springs, Florida
does herewith and hereby object to the position taken by the United
States Post Office which requires that all mail addressed to the
citizens of the City of lvinter Springs, Florida, use a Casselberry
mailing address within the realigned area which encompasses both
the City of Winter Springs and the City of Casselherry with the new
zip code of 32708.
SECTION II - That the United States Post Office recon-
sider its position as aforestated and allow the use of the name of
Winter Springs for all mail addressed to the citizens of Winter
Springs, Florida, and not require the citizens of Winter Springs
to use the name of a neighboring City were these citizens do not
reside.
SECTION III - That copies of this Resolution shall be
provided to the President of the United States, the United States
Senators and United States Congressmen from the State of Florida and
all candimates seeking election to these positions, to the
State Senators and Representatives from the State of Florida and
to the United States Post Office.
SECTION IV - That this Resolution shall remain in force
and effect until supplemented, amended, repealed or otherwise altered.
SECTION V - All resolutions or parts of resolutions
in conflict with this resolution are hereby repealed.
SECTION VI - This resolution shall take immediate effect
upon its final passage and approval.
