RESOLUTION NO. 311
RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
OPPOSING THE REMOVAL OF THE COMMUNITY CARE FOR THE
ELDERLY (CCE) PROGRAM FROM THE EAST CENTRAL FLORIDA
REGIONAL PLANNING COUNCIL AREA AGENCY ON AGING.
WHEREAS, the East Central Florida Regional Planning Council
has functioned for the past several years as the Area Agency on Aging for
Orange, Seminole, Osceola and Brevard Counties; and
WHEREAS, the designation of the ECFRPC as the Area Agency on
Aging is consistent with the intent of the Older Americans Act to place the
planning and administration of funds and programs for the elderly in a broad
based, community-oriented agency as opposed to a state agency; and
WHEREAS, the Florida State Legislature has made available com-
pan ion funds from state resources under the Community Care for the Elderly Act;
and
WHEREAS, during the initial funding year of this Act, the ECFRPC
Area Agency on Aging has initiated CCE Programs in all four of the designated
counties; and
WHEREAS, difficulty was encountered by local service delivery
agencies in expeditiously initiating these programs because of mandatory re-
imbursement features in the original version of the CCE Act; and
WHEREAS, the Florida Legislature in the 1980 annual session corrected
the funding limitations feature of said Act and additionally stipulated that,
where feasible, that the Area Agency on Aging in the appropriate region operate
the CCE Program; and
WHEREAS, it has come to the attention of the East Central Florida
Regional Planning Council that the district director of HRS District VII has
elected to retain said CCE funds within HRS District VII offices for planning
and administration; and
\VHEREAS, such action represents a move toward inefficiency, frag-
mentation and duplication of services already being provided for by the Area
Agency; and
WHEREAS, said transfer of responsibility would entail the
necessity of hiring additional staff within District VII of HRS, thereby increasing
administrative cost; and
WHEREAS, the Area Agency can accommodate the operation of the CCE
Program with existing staff; and
WHEREAS, separation of the CCE Program from other related programs
for the elderly would result in a reduction in the level of coordination and
delivery of services directly to the beneficiaries of these funds; and
WHEREAS, inclusion of the CCE Program within the overall Area
Agency on Aging operation affords an opportunity for direct involvement of local
governments in the planning and prioritization of funds and programs for the
elderly throughout the four-county area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WINTER SPRINGS, FLORIDA:
1. Strongly opposes the transfer of the Community Care for the
Elderly Program from the ECFRPC Area Agency on Aging to
District VII HRS:
2. Urges that the Governor and the Secretary of the Department
of Health and Rehabilitatives Services give their personal
attention to ensuring that the Community Care for the Elderly
Program be reinstated as a part of the total Area Agency on
Aging operation within the East Central Florida Regional
Planning Council.
