RESOLUTION NO. 260
A RESOLUTION OF THE CITY OF WINTER SPRINGS,
FLORIDA ENDORSING AND SUPPORTING THE RESOURCE
RECOVERY AND MANAGEMENT PLAN, VOLUMES 1AND 2;
INCORPORATING ATTACHMENT; CONFLICTS AND
EFFECTIVE DATE.
WHEREAS, Seminole County has been designated by Chapter 17-7,
Florida Administrative Code, to develop a Resource Recovery and
Management Plan, and
WHEREAS, the City of Winter Springs, Florida, has entered
into inter-local agreement with the municipalities of Seminole
County and Seminole County to develop jointly such a plan, and
WHEREAS, the plan has been completed and generally approved
by the Council of Local Governments of Seminole County, and
WHEREAS, the study has shown that resource recovery is not
economically feasible at this time, and
WHEREAS, the study concludes that periodic revievs of the
data could indicate a more firm date for moving to implement
resource recovery, and
WHEREAS, the study investigated possibilities for exclusive
franchises and mandatory collection which will need further study
for rural and urban areas.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Winter Springs, Florida, approves, generally, the
conclusions and recommendations of the Resource Recovery and
Management Plan as attached.
BE IT FURTHER RESOLVED that the City of Winter Springs,
Florida, the municipalities of Seminole County and Seminole County
continue the spirit of cooperation evidenced in the preparation
of the plan.
BE IT FURTHER RESOLVED that the City of Winter Springs,
Florida, the municipalities of Seminole County and Seminole County
will establish a mechanism to periodically review the economic
feasibility and determine those elements which should be
implemented prior to a determination that resource recovery is
economically feasible.
BE IT FURTHER RESOLVED that the plan be forwarded to the
Department of Environmental Regulation by July 1, 1979, with a
copy of this Resolution.
CONFLICTS - All resolutions or parts of resolutions in
conflict with any of the provisions of this resolution are
hereby repealed.
EFFECTIVE DATE - This resolution shall become effective
immediately upon its passage and adoption.

SOLID WASTE STUDY
CONCLUSIONS AND RECOMMENDATIONS
l. Centralized or consolidated management of solid waste
activities in Seminole County which includes the
municipalities is desirable and necessary in order to
assure adequate planning for the future.
RECOMMENDATIONS:
(a) For the period 1979 to 1985, establish a
Seminole County Solid Waste Board to study, review, and
recommend action in the solid waste management field.
, (b) By 1985, establish, through special a.ct of
the state legislature, a Seminole County Solid Waste Authority
with authority to direct all solid waste operations in
Seminole County and to fund, construct, and operate a
resource recovery system by 1990.
2. Granting exclusive franchise areas within the County to
private and public collectors vill increase efficiency,
reduce operating costs, and stabilize cost increases.
RECOMMENDATIONS:
Seminole County and municipalities adopt ordinances
granting exclusive franchises within the total area of
Seminole County. The individual franchise areas would be
worked out by the private haulers who are now working in the
County and municipalities.
3. Mandatory collection of solid waste for all residents in
the County is feasible and desirable and would increase
efficiency of collection and reduce frequency of rate
increases.
RECOMMENDATIONS:
Each municipality and the Board of County Commissioners
should establish mandatory collection of solid waste in their
areas and adopt a procedure for collection of necessary
monthly charges. Source separation could yield some revenues
to offset collection costs if the public were made aware of
the benefits of such separation.
RECOMMENDATIONS:
Encourage each municipality and the Board of County
Commissioners to institute a source separation program in
their respective jurisdictions.
5. A re~uirement will exist for disposal of frreducible
residues at a county landfill even though a resource
recovery system is implemented in the future. -
RECOMMENDATIONS:
Continue to operate Osceola Landfill as a solid waste
disposal site for Seminole County.
6. Markets for resource recovery products within Seminole
County are limited. Heat energy recovery through incineration
is the most feasible resource recovery alternative for
Seminole County.
RECOMMENDATIONS:
Future planning for resource recovery in Seminole County
should focus on detailed study of methods to implement
recovery of heat energy through incineration.
7. Net unit costs of heat energy recovery are sensitive to
increases in energy costs. If energy costs (fuel, electricity)
inflate rapidly above the CPI (4%) then by 1990 unit costs
for resource recovery through heat energy recovery will e~ual
the unit costs for the present solid waste system. A higher
rate of inflation of energy costs will make a resource
recovery system economically feasible in the late 1980's.
8. Commitment of funds to resource recovery is not economically
feasible at this time. (l979) This plan should be
re-evaluated every two years to determine feasibility of
implementation.
RECOMMENDATIONS:
Create a county-wide solid waste trust fund to accumulate
funds for future construction of solid waste facilities.
Establish a procedure now for collecting and accumulating funds
for capital investment and resource recovery facilities for
the 1990 time frame. Institute either a yearly solid waste
assessment millage tax.
