RESOLUTION NO. 201
WHEREAS, the City of Winter Springs, Florida, is concerned
and affected by the issue of double taxation in Seminole County,
in that numerous services which provide no real and substantial
benefit to the citizens of Winter Springs, Florida, are being
funded by Seminole County through ad valorem taxation for
which the citizens of Winter Springs are being taxed and
WHEREAS, the City of Winter Springs feels that the law
does not provide adequate standards for the judiciary to deter-
mine what services provide no real and substantial benefit, and
WHEREAS, the law does not provide a remedy or alternative
to settling double taxation issues between counties and muni-
cipalities,other than through the process of litigation.
NOW, THEREFORE, be it resolved by the City of Winter
Springs, Florida:
1. That the City of Winter Springs requests the Legis-
lative Delegation of Seminole County to introduce legislation
which will clarify those services which may not provide any
real or substantial benefit to citizens within municipalities;
which will provide a method, remedy or alternative to litigation,
allowing counties and municipalities who are in dispute over
double taxation issues, to settle their differences without the
necessity of litigation.
