HomeMy WebLinkAboutOrdinance 424 Commerce/Industry Development Board ORDINANCE NO. 424 AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA ESTABLISHING THE CITY OF WINTER SPRINGS COMMERCE AND INDUSTRY DEVELOPMENT BOARD, PROVIDING FOR PURPOSE, MEMBERSHIP, TERMS, COMPENSATION, CONFLICTS AND EFFECTIVE DATE. WHEREAS, the City Commission of the City of Winter Springs, Florida, has determined that it is in the best interest of the City of Winter Springs, Florida, that it have a Commerce and Industry Development Board; NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA AS FOLLOWS: SECTION I: There is hereby created "The City of Winter Springs Commerce and Industry Development Board" (hereinafter referred to as "Board"). The purpose of the Board shall be to recommend plans and work toward attracting clean, non-polluting commercial businesses to the City of Winter Springs, Florida, that are compatible with a high quality of life, culture and environment. SECTION II: The Board shall be comprised of seven (7) members. Five members to be appointed by the City Commission for the City of Winter Springs, Florida, with the incumbent Mayor and the City Manager serving as ex-officio members of the Board. Each Board member shall serve a three (3) year term, and may be removed at any time by a majority vote of the City Commission. The City Commission of Winter Springs, Florida shall strive to appoint persons from the private business sector in Winter Springs, or business persons residing within the City of Winter Springs. SECTION III: Each Board member except the Mayor and the City Manager shall be reimbursed from the City treasury to cover the expenditures naturally and necessarily incurred in the performance of their duties of office, and said reimbursement for expenses shall be established by resolution. SECTION IV: The Board shall have no authority to contractually, legally or otherwise bind the City of Winter Springs, Florida. The Board shall recommend to the City Commission all programs it deems necessary to effectuate its purposes. The City Commission shall review said recommendations and vote to approve or disapprove, or approve with recommendations, and shall vote to fund or not to fund said recommendations. SECTION V. All ordinances or parts of ordinances ln conflict herewith being the same are hereby repealed. SECTION VI. This Ordinance shall become effective immediately upon its passage and adoption.
