CITY OF WINTER SPRINGS, FLORIDA
RESOLUTION #156
WHEREAS, too often in today's society, citizens shirk
their duty by not reporting violations of our laws; thereby con-
doning the breaking of the principles of law which binds our
people into a civilized order, and
WHEREAS, in turn, we the Legislators, Judiciary and Law
Enforcers do not recognize acts by those few individuals, who
regardless of the possible repercussions of their deeds to them-
selves, come forth and defend those principles, and
WHEREAS, two such individuals, Cathy Holzman and Pam
Roy, had the courage and moral turpitude to bring to the attention
of this Council and Public School authorities, activities in-
volving violations of this State's Criminal Code, and
WHEREAS, the members of this Council, as representatives
of the citizens of Winter Springs, and we, individually, feel that
these young women should be publicly lauded for their actions.
NOW, THEREFORE, THE CITY OF WINTER SPRINGS RESOLVES:
1. That, Cathy Holzman and Pam Roy, by performing what
is every citizen's duty to reveal violations of the principles of
law which meld modern society into an orderly civilization, have
demonstrated by their actions an exemplary display of the moral
fiber that both young women possess, and for which your parents
share no small part; and
2. That your actions should serve as an example to the
majority of your peers, who, like you, respect the sanctity of our
laws, who, like you, do not have to condone the violation of those
laws by others, and who, like you should not have to endure hard-
ships and limitations of personal freedom, by exposing those who
represent a minority and would openly do violence to our system of
law; and
3. That we call upon your peers and their parents, to
stand up and let those who violate the laws and those in positions
of authority, know that the pressures you have suffered will not
be tolerated; and
4. That this Council, as representatives of the citizens
of Winter Springs, and each of us individually, wish to publicly
recognize you for performing a public duty every citizen has
placed upon them and which too often has gone undone because of
personal fear or apathy; and we wish to thank you for bringing
to our attention a problem which has its roots extending into
the family and home of those youths involved, and which we, as
parents and public officials, must address and solve.
PASSED AND ADOPTED this 17th day of November, 1975.
