The Baxley annexation by Ordinance 334 totalled more than the 3 acres of commercial land allowed to be amended under the small-scale procedures. Baxley opted to process only the portion of his property covered by Ordinance 353 last year in order to proceed with development at that time. The small-scale amendment regulations require that one owner may not request amendment of property adjacent to property reclassified under this option for a period of twelve months. That time has now expired and it is proper to complete the amendment of the remaining acre of Lot 7, Block A, Johnson's Poultry Farms to Light Industrial.
