AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA,
REZONING LOT 4 LESS THE WEST 50 FT., AND LOT 5,
ENTZMINGER FARMS ADDITION NO.2, PLAT BOOK 5, PAGE 9,
PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA, FROM THE
PRESENT ZONING CATEGORY OF R-U TO C-2 PURSUANT TO
CHAPTER 166.041 OF THE FLORIDA STATUTES; PROVIDING FOR
THE AMENDMENT OF THE OFFICIAL ZONING MAP: SEVERABILITY:
CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Winter Springs,
Florida, has determined it to be in the best interests of the health,
safety and welfare of the citizens of Winter Springs, Florida, to
rezone from its present zoning category of R-U to C-2 the following
described real property situate in Winter Springs, Florida:
LOT 4 LESS THE WEST 50 FT. AND LOT 5, ENTZMINGER FARMS
ADDITION NO.2, PLAT BOOK 5, PAGE 9, PUBLIC RECORDS OF
SEMINOLE COUNTY, FLORIDA.
and
WHEREAS, the City Commission for the City of Winter Springs,
Florida, has determined that the rezoning of the above described real
property will make it conform with the present zoning categories of other
properties situate in the same immediate area and with the Winter Springs
Comprehensive Plan.
NOW, THEREFORE, THE CITY OF WINTER SPRINGS, FLORIDA, HEREBY
ORDAINS:
SECTION I - That the City of Winter Springs, Florida, does
herewith and hereby rezone from its present zoning category of R-U to
C-2 the following described real property:
LOT 4 LESS THE WEST 50 FT. AND LOT 5, ENTZMINGER FARMS
ADDITION NO.2, PLAT BOOK 5, PAGE 9, PUBLIC RECORDS OF
SEMINOLE COUNTY, FLORIDA.
SECTION II - That the City Commission of the City of Winter
Springs has determined that a zoning category of C-2 would be compatible
with the surrounding property within the City and with the City's
Comprehensive Plan, and with the passage of this Ordinance the City
Commission does hereby amend the Official Zoning Map of the municipal
limits of the City of Winter Springs, Florida, to include the subject
property within the above-designated zoning category.

SECTION III - If any section or portion of this Ordinance
proves to be invalid, unlawful or unconstitutional, it shall not be held
to invalidate or impair the validity, force or effect of any other section
or portion of a section or subsection or part of this Ordinance.
SECTION IV - That all Ordinances or parts of Ordinances in conflict
herewith are hereby repealed.
SECTION V - This Ordinance shall take effect immediately upon its
final passage and adoption.

on June 8, 1987 at 7:30 p.m. or as soon thereafter as possible,
by the City Commission of Winter Springs, Florida, at City Hall,

Ordinance entitled as follows:

The Grove Counseling Center, Inc., is a non-profit corporation funded by the State
of Florida., Seminole County. The United Way, and others to provide drug and alcohol treat-
ment and prevention services. The Grove possesses a lease on the property described above.
The least expires in 1996 with provisions for longer term renewals. With funding assistance
from the Central Florida Capital Funds Committee, The Grove plans to build a facility on the
above site to operate a residential drug and alcohol treatment program providing live-in care
and rehabilitation for adolescents in a non-hospital setting on a 24 hour a day basis.
Clients will be charged on the basis of ability to pay., the facility will initially have a
capacity of not more than 24 beds.

Dear Ms. Koch:
With this letter, I am submitting a request for change
of zoning on the property occupied by The Grove Counseling
Center, Inc. at 580 Old Sanford/Oviedo Road in Winter Springs.
As per the attached application, we are applying for a change
from RU to C2 zoning in connection with our desire to build
and operate a live-in, non-hospital, drug and alcohol treat-
ment program for adolescents.

Attached you will find both the application for change
of zoning, a letter from the owner of the subject property
authorizing The Grove to apply for a change of zoning, a map
of the subject property, and a check in the amount of two-
hundred and seventy-five dollars ($275.00) which I understand
to be the fee for rezoning 14.5 acres of land.
Since The Grove is a charitable organization which is
funded primarily by Governmental and United Way support, I
would like to respectfully request that the fee for zoning
change be waived in our case.
I would like to thank you in advance for your prompt
handling of this request. Please let me know if you require
any further information or whether I can help in any way to
expedite the process. The recent public concern about teen-
age drug problems has heightened the need for this program
and we would like to proceed with it as quickly as possible.

that The Grove Counseling Center, Inc. has been authorized by
Seminole Youth Ranch, Inc. to apply for a zoning change on the
above described property.
It is my understanding that The Grove is applying to
change zoning from R-U to C 2 for the purpose of operating a
residential drug and alcohol treatment facility for adolescents.
