ORDINANCE 351
AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA,
AMENDING THE COMPREHENSIVE PLAN IN ACCORDANCE WITH
FLORIDA STATUTES 163.3187; PROVIDING FOR THE ADDITION
OF ANNEXED PROPERTY TO THE LAND USE MAP AT COMMERCIAL
CLASSIFICATION; PROVIDING FOR THE ZONING CATEGORY C-1
FOR THE PROPERTY ON THE OFFICIAL ZONING MAP; SEVERABILITY,
CONFLICTS, AND EFFECTIVE DATE.
WHEREAS the City of Winter Springs has annexed the property
described below, upon petition of the owners, the Seminole County Board of
Realtors:
The East 229.57 feet of the South 398.78 feet (measured
at right angles), less the southerly 20 feet thereof for
right-of-way, of Lot 56, Spring Hammock, Plat Book 2,
Pages 2-5, Public Records of Seminole County, Florida; and
WHEREAS the owners of the property wish to continue and expand
the use of the property in a manner consistent with the zoning category C-1 of
the City of Winter Springs; and
WHEREAS the annexed property must carry the land use classification
Commercial to allow for said zoning category C-1; and
WHEREAS the City of Winter Springs, Florida, has considered the
assignment of the Commercial land use classification for the said property on
the Land Use Map of the City in accordance with Florida Statutes 163.3187 and
has determined that the addition of the property to the Land Use Map as
Commercial is consistent with the Comprehensive Plan of the City of Winter Spring
Florida.
NOW THEREFORE BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, FLORIDA, THAT:
SECTION I - The Comprehensive Plan of the City of Winter Springs,
Florida, is hereby amended to add to the Land Use Map the property described
below and to assign to it the land use classification Commercial:
The East 229.57 feet of the South 398.78 feet (measured
at right angles), less the southerly 20 feet thereof for
right-of-way, of Lot 36, Spring Hammock, Plat Book 2,
Pages 2-5, Public Records of Seminole County, Florida.
SECTION II - The property is hereby zoned C-1 Neighborhood
Commercial and shall be so specified on the Official Zoning Map of the City of
Winter Springs, Florida.
SECTION III - If any section or portion of this Ordinance proves
to be invalid, unlawful or unconstitutional, it shall not be held to invalidate
or impair the validity, force or effect of any other section or portion of a
section or sub-section or part of this Ordinance.

SECTION IV - All Ordinances or parts of Ordinances in conflict
herewith are hereby repealed.
SECTION V - This Ordinance shall take effect immediately upon its
final passage and adoption.

SUBJECT: Comments On Pre-Review of Preliminary Site Plan - Seminole County Board
of Realtors - Shepard Road
TO:
The site plan for the Seminole County Board of Realtors was reviewed and the
following comments are noted.
1. A soils survey is needed to address the retention ponds and percolation rates.
The retention ponds are required to have the percolation capability of per-
colating all the water from the pond within a seventy-two hour period between
storm events. The ground water elevations are also needed. This information
will have to be provided.
2. Please explain how the slope of the retention will not be eroded at a location
where the concrete flumes enters the ponds. Apparently no provisions have
been made for this potential problem. Please provide corrective measures.
3. Please provide an engineering drawing cross section of the sidewalk.
4. Please provide top and bottom elevations of the retention ponds and the
location of the ground water elevation (the highest condition).
5. The slope of the retention ponds must be 4 to 1 or shallower; otherwise the
ponds will need to be fenced. Please provide appropriate engineering drawings.
6. If a fire sprinkler system is required within the building. then a separate
line with appropriate va1ving from the water main will have to be installed.
The determination of this requirement will be made by the Fire Chief / Building
Inspector.
7. What is the size of the waterline tapping off the water main to the building?
8. Please provide top and bottom elevatio~ of the swa1e.
9. A valve must be provided at the tap in at the main water line.

10. It will be necessary to jack-and-bore the water line under Shepard Road
to the water main. DIP is to be used~ Please adjust drawings to reflect
this change.
11. A fire hydrant will be necessary in front of the property. It has to be
provided. Please make adjustments in the engineering drawings.
12. Please provide an engineering cross section profile of the driveway apron
from Shepard Road.
13. If the ponds are to be fenced, it is recommended that stormwater drop basins
be installed in the parking lot w-ith stormwater piping to each retention pond.
14. Please prov~de a mathematical det~rmination of the geometry of the -retention
ponds that show the volume to be 8278 cu. ft. This is the value that is
mentioned that will be provided.
The engineer-of-record is to provide responses to the above questions in writing.
