ORDINANCE NO. 277
AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA,
AMENDING SECTION 2-23 AND 2-24 OF THE CODE OF ORDINANCES
OF THE CITY OF WINTER SPRINGS, FLORIDA; PROVIDING FOR
WRITTEN BIDS ON ALL PURCHASES FOR MORE THAN FOUR THOUSAND
DOLLARS; PROVIDING FOR ALL BIDS TO BE OPENED BY THE CITY
MANAGER; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Winter Springs,
Florida, has determined that written bids for purchases for more than
one thousand ($1,000.00) dollars is inadequate; and
WHEREAS the City Commission of the City of Winter Springs,
Florida, has determined that the City Manager, or his designee, shall open
the bids,
NOW, THEREFORE, THE CITY COMMISSION OF THE CITY OF WINTER
SPRINGS, FLORIDA, HEREBY ORDAINS:
SECTION I - That Section 2-23 of the Code of Ordinances of the
City of Winter Springs, Florida, is hereby amended to read as follows:
(1) The City shall receive written bids on all purchases for
more than four thousand dollars ($4,000.00).
SECTION II - That Section 2-24 of the Code of Ordinances of the
City of Winter Springs, Florida, is hereby amended to read as follows:
(1) All written bids shall be submitted to the City Clerk.
All bids shall be opened by the City Manager, or City Official designated
by the City Manager. When written bids are required, the specifications for
said bids shall be advertised in a newspaper of general circulation in the
County at least fifteen (15) days prior to the opening of the bids; however,
emergency specifications without advertisement may be permitted upon unanimous
vote by all members of the City Commission.
SECTION III - If any section or portion of a section or subsection
of this ordinance proves to be invalid, unlawful or unconstitutional, it
shall not be held to invalidate or impair the validity, force or effect of
any other section or portion of section or subsection or part of this
ordinance.
SECTION IV - That all ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION V - This ordinance shall take effect immediately upon
its passage and adoption.

NOTICE is he~eby given by the City Commission of the City of Winter Springs,
Florida, that said Commission will hold a public hearing on an ordinance
entitled as follows:
AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA,
AMENDING SECTION 2-23 AND 2-24 OF THE CODE OF ORDINANCES
OF THE CITY OF WINTER SPRINGS, FLORIDA; PROVIDING FOR
WRITTEN BIDS ON ALL PURCHASES FOR MORE THAN FOUR THOUSAND
DOLLARS; PROVIDING FOR ALL BIDS TO BE OPENED BY THE CITY
MANAGER; PROVIDING FOR SEVERABILITY, CONFLICTS AND
EFFECTIVE DATE.
This Public Hearing will be held at 7:30 p. rn. on Ortohpr 11, 1qR1
, or as soo~ thereafter as possible in the Commission
Chamber, City Hall, 400 N. Edgemon Ave., Winter Springs, Florida.
Copies of the proposed ordinance are available in the office of the City
Clerk for inspection. Interested parties may appear at this hearing and be
heard with respect to this proposed ordinance.
Please be advised that, under State Law, if you decide to appeal a decision
made with respect to this matter, you will need a record of the proceedings
and may need to ensure that a verbatim record is made.
