AN ORDINANCE OF THE CITY OF WINTER SPRINGS,
FLORIDA, REPEALING SECTIONS 17-1, 17-2 AND
17-3 OF THE WINTER SPRINGS CODE OF ORDINANCES
ENTITLED PERSONNEL AS WELL AS ALL RESOLUTIONS
PERTAINING TO THE PERSONNEL POLICY; TO PROVIDE
FOR THE ADOPTION OF SECTION 17-1; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
WHEREAS SECTIONS 17-1, 17-2, and 17-3 of the Winter Springs
Code of Ordinances has become outdated and;
WHEREAS the City Council of the City of Winter Springs,
Florida, has determined it to be in the best interests of the City of Winter
Springs, Florida, to repeal Sections 17-1, 17-2, and 17-3 of the Winter
Springs Code of Ordinances as well as all resolutions pertaining to the
Personnel Policy to allow for adoption of a current and more effective
Section 17-1 of the Winter Springs Code of Ordinances.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WINTER
SPRINGS, FLORIDA, HEREBY ORDAINS:
SECTION I - That Sections 17-1, 17-2, and 17-3 of the Code
of Ordinances of Winter Springs and all resolutions pertaining to the
Personnel Policy are hereby repealed.
SECTION II - That a new Section 17-1 of Chapter 17 of the
Code of Ordinances of Winter Springs, Florida, is hereby created to read as
follows:
CHAPTER 17
PERSONNEL
SECTION 17-1 - ORGANIZATION. The City Manager of Winter
Springs shall within ninety (90) days of the passage of this ordinance prepare
and submit a Personnel Policy of the City to the City Council to be approved
and ratified by resolution which shall include a system for the recruiting,
selecting, developing and maintaining an effective and responsive work force,
and shall include policies and procedures for employee hiring and advancement,
training and career development, job claSSification, salary administration,
retirement, fringe benefits, discipline, discharge and other related activities.

unconstitutional, it shall not be held to invalidate or impair the validity,
force or effect of any other section, or portion of a section, or subsection,
or part of this Ordinance.
SECTION IV - CONFLICTS. That all Ordinances or parts of
Ordinances in conflict herewith are hereby repealed.
SECTION V - EFFECTIVE DATE. This Ordinance shall take
effect immediately upon final passage and adoption.

NOTICE OF PUBLIC HEARING
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN by the City Council of the City of
Winter Springs, Florida, that said City Council will hold a public
hearing at the City Hall, 400 N. Edgemon Ave., Winter Springs, Fl.,
on Tuesday, March 11, 1980, at 7:30 p.m. or as soon thereafter as
possible, to consider an Ordinance entitled as follows:
AN ORDINANCE OF THE CITY OF WINTER SPRINGS,
FLORIDA, REPEALING SECTIONS 17-1, 17-2 AND
17;.3 OF THE WINTER SPRINGS CODE OF ORDINANCES
ENTITLED PERSONNEL AS WELL AS ALL RESOLUTIONS
PERTAINING TO THE PERSONNEL POLICY; TO PROVIDE
FOR THE ADOPTION OF SECTION 17-1; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
A copy of said Ordinance shall be available at the office of
the City Clerk of the City of Winter Springs, Fl., for all persons
desiring to examine same.
All interested persons are invited to attend and be heard.
THIS NOTICE is to be published in the Evening Herald, a
newspaper of general circulation of the City, one (1) time at least
fifteen (15) days prior to the time of the public hearing.
