ORDINANCE NO. 194
AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA, AMENDING
SECTION l7-2(a) OF THE WINTER SPRINGS CODE OF ORDINANCES, EN-
TITLED "PERSONNEL POLICY COMMITTEE," PROVIDING FOR A PERSONNEL
POLICY COMMITTEE, CONSISTING OF THE CITY MANAGER, AS CHAIRMAN,
THE DEPARTMENT HEADS OF THE CITY AND ONE EMPLOYEE FROM EACH
DEPARTMENT TO BE ELECTED FROM AND BY THE EMPLOYEES OF THE
DEPARTMENT IN AN ELECTION CONDUCTED BY THE DEPARTMENT HEAD AS
MEMBERS, AND, IF THE CITY COUNCIL SO DESIGNATES, AN ELECTED
OFFICIAL OF THE CITY AS AN EX-OFFICIO MEMBER; PROVIDING FOR
SEVERABILITY; CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City Council of the City of Winter Springs, Florida,
has determined it to be in the best interest of the City of Winter Springs,
Florida, and its employees to change the structure and manner by which
Personnel Policy Committee members are selected and/or elected.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF WINTER SPRINGS,
FLORIDA, HEREBY ORDAINS:
SECTION 1. That Section 17-2 of the Code of Ordinances, City of
Winter Springs, Florida, is hereby amended to read as follows:
"Section 17-2. Personnel Policy Committee.
(a) There is hereby established a Personnel Policy
Committee consisting of the City Manager, (who shall be
Chairman) and from each department, the Department Head
and one employee. The employee shall be elected by co-
workers in an election conducted by the Department Head.
The Department Head shall have no vote in this election.
The City Council may appoint one elected official to sit
on the Committee as an ex-officio member.
SECTION 2. SEVERABILITY. If any section or portion of a section
or subsection of this Ordinance proves to be invalid, unlawful or unconstitutional,
it shall not be held to invalidate or impair the validity, force or effect of any
other section, or portion of a section or subsection or part of this ordinance.
SECTION 3. CONFLICTS. That all Ordinances or parts of Ordinances
in conflict herewith are hereby repealed.
SECTION 4. EFFECTIVE DATE. This Ordinance shall take effect upon
final passage and adoption.

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN by the City Council of the City
of Winter Springs, Florida, that said City Council will hold a public
hearing at the City of Winter Springs Community Building, on Tuesday,
May 15 , 1979, at 7:30 p.m., or as soon thereafter as possible, to
consider an Ordinance entitled as follows:

A copy of said Ordinance shall be available at the
office of the City Clerk of the City of Winter Springs, Florida, for
all persons desiring to examine same.
All interested persons are invited to attend and be heard.
THIS NOTICE shall be published in the Sanford Evening
Herald, a newspaper of general circulation in the City, one (1) time
at least fifteen (15) days prior to the time of the public hearing.
