ORDINANCE NO. 186
AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA
AMENDING SEC. 6-33(a) OF THE WINTER SPRINGS CODE OF
ORDINANCES, CHANGING THE POSITIONING REQUIREMENTS OF
FIRE HYDRANTS IN WINTER SPRINGS, FLORIDA, SO THAT
THEY FACE IN THE DIRECTION MOST PROPER TO FACILITATE
EASY ACCESS TO FIRE PUMPERS; AMENDING SEC. 6-35 OF THE
WINTER SPRINGS CODE OF ORDINANCES CHANGING THE
HEIGHT REQUIREMENTS OF FIRE HYDRANTS TO PROVIDE FOR
THE EXPOSURE OF THE BASE OF THE HYDRANT BARREL AND
SECURING BOLTS AND THAT THE HYDRANT SHALL BE OF A
SUFFICIENT HEIGHT TO BE READILY ACCESSIBLE FOR
MAINTENANCE AND THAT THE HYDRANT OPENINGS HAVE SUF-
FICIENT CLEARANCE FROM THE GROUND OR GROUND COVER TO
PROVIDE FOR EASY ACCESSIBILITY FOR USE BY FIRE
DEPARTMENT EQUIPMENT; PROVIDING FOR SEVERABILITY;
PROVIDING FOR CONFLICTS AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Winter Springs,
Florida, has determined it to be in the interest of the public's health,
safety and welfare to change fire hydrant positioning and height to
facilitate utilization and maintenance by the Winter Springs Fire
Department.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
WINTER SPRINGS, FLORIDA, HEREBY ORDAINS:
Section (1) Section 6-33(a) of the Code of Ordinances
of the City of Winter Springs, Florida, is amended to read as follows:
SECTION 6-33. HYDRANTS' POSITIONING.
(a) Hydrants shall be positioned so that the large
opening in the hydrant face (steamer connection) faces the direction
most proper to facilitate each access to fire pumpers.
SECTION (2) SECTION 6-35 of the Code of Ordinances of the
City of Winter Springs, Florida, is to be amended to read as follows:
SECTION 6-35. HYDRANT HEIGHT.
The height of all fire hydrants shall be such that the
finished land grade and ground cover provide that the base of the
hydrant barrel and securing bolts are exposed or readily accessible
for maintenance and that there is sufficient clearance between all
openings in the face of the fire hydrant and the ground or ground cover
to provide for easy accessibility for use by fire department equipment.

SECTION (3). SEVERABILITY.
If any section or portion of a section or subsection of
this Ordinance proves to be invalid, unlawful, or unconstitutional, it
shall not be held to invalidate or impair the validity, force or
effect of any other section or portion of a section or subsection or
part of this Ordinance.
SECTION (4). CONFLICTS.
That all ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION (5). EFFECTIVE DATE.
This Ordinance shall take effect upon final passage and
adoption.

NOTICE IS HEREBY GIVEN by the City Council of the City
of Winter Springs, Florida, that said City Council will hold a public
hearing at the City of Winter Springs Community Building on Tuesday,
February 13,1979, at 7:30 p.m., or as soon thereafter as possible, to
consider an Ordinance entitled as follows:

THIS NOTICE IS to be published in the Sanford Evening
Herald, a newspaper of general circulation in the City, one (1) time
at least fifteen (15) days prior to the time of the public hearing.

Request the following recommendation be brought
to the attention of the council in an effort to simplify
the language in the ordinance concerning fire hydrants.
Section 6-35 HYDRANT HEIGHT (to read) the height of
all fire hydrants shall be such that the finished land grade
and ground cover (grass) provides that the base of the
hydrant barrel and securing bolts are exposed or readily
accessible for maintenance and/or that all hydrant openings
offer sufficient clearance from the ground or ground cover
to provide easy access and use for fire department equipment.
Section 6-33 HYDRANT POSITIONING (to read)
(A) Hydrants shall be positioned so that the
large outlet (steamer connection)faces the proper direction
in order to provide easy access to fire pumpers.
