ORDINANCE NO. 167
AN ORDINANCE OF THE CITY OF WINTER SPRINGS
CREATING SECTION 27 OF CHAPTER 6 OF THE
CODE OF ORDINANCES OF WINTER SPRINGS:
CONFLICTS, SEVERABILITY AND EFFECTIVE DATE
WHEREAS, due to the growth of the City and in order
to protect the public health, safety and general welfare of the
citizens of Winter Springs, it is necessary to require certain
specifications in construction, protection and occupancy features
relating to fire prevention and safety, and
WHEREAS, the Life Safety Code as contained in the National
Fire Protection Association Standard 101 dated 1976, provides minimum
standards, which should be adopted to further protect the health,
safety and general welfare of the citizens of Winter Springs.
NOW. THEREFORE, BE IT ORDAINED BY THE CITY OF WINTER
SPRINGS, FLORIDA
SECTION I. That the City of Winter Springs hereby
creates Section 27 of Chapter 6 of the Code of Ordinances to
read as follows:
Section 27. That the City hereby adopts as
mlnImum standards the Life Safety Code as contained in the National
Fire Protection Association Standard 101 dated 1976 or as it may
be renumbered, renamed or amended. Any new building constructed
in the City must meet the requirements of this section prior to
receiving a certificate of occupancy from the City.
SECTION II. Conflicts. That all ordinances, parts
of ordinances, or interpretations thereof in conflict herewith
are hereby repealed. All matters covered herein shall hereafter
be governed solely by the provisions of this ordinance.
SECTION III. Severability. If any section or part of
section or subsection of this ordinance proves to be invalid,
unlawful or unconstitutional, it shall not be held to invalidate
or impair the validity, force or effect of any other section
or part of section or subsection of this ordinance.
SECTION IV. Effective Date. This ordinance shall
take effect immediately upon passage and adoption.

of Winter Springs, Florida, that said City Council will hold
a public hearing at 7:30 p.m., or as soon thereafter as possible,
on Tuesday, March 21, 1978, to consider the following ordinance:

SUBJECT: ADOPTION OF LIFE SAFETY CODE
DATE: 7 November 1977
Because of the gro\~h potential of the city and the lack
of adequate local laws on this subject, I feel it is necessary
for the city to adopt the Life Safety Code as contained in the
National Fire Protection Ass?ciation Standard 101, dated 1976.
The purpose of this code is to specify measures which \rill
provide that degree of public safety from fire which can be
reasonably required.
The code deals \rith life safety from fire and emergencies.
It covers construction, protection, and occupancy features to
minimize danger to life from fire, smoke, fumes, or panic before
buildings are vacated. It specifies the number, size, and ar-
rangement of exit facilities sufficient to permit prompt escape
of occupants from buildings in case of fire or other conditions
dangerous to life.
The code provides a means to regulate the design of such
structures as places of assembly, educational occupancies,
health care and penal occupancies, residential occupancies,
mercantile, business, industrial and storage occupancies in
such areas as classification of occupancies and hazard contents,
means of egress, feature of fire protection and building service
equipment. It provides for fire warning devices and automatic
sprinkler and extinguishment equipment.
The code does not attempt to cover general fire protection
or building construction features, such as are coramonly dealt
with in fire prevention codes and building codes.
The code, after adoption, vall give us a means toward
better life safety and may be supplemented as needed to better
fit our local needs.

THE LIFE SAFETY roDE
The contents of the Code were arranged in the same general order as
contents of model building codes because the code is used primarily as a
supplement to building codes.
EXAMPIE :
Section 1121, Standard Building Code, says of Fire Detection Systems
"Every dwelling and every dwelling unit within an apartment house, condominium,
town house, and every guest room in a motel and hotel, and every basement or
celler within such dwellings, shall be provided with an approved listed
smoke detector, installed in accordance with the manufacturer's recommendation
and listing. When activated, the detector shall provide an audible alarm."
Section 6-3, Life Safety Code, under Protective Signaling Systems,
describes types to use, giving details concerning location, spacing, and
testing in such occupancies as schools, places of assembly, health care and
penal occupancies, residential occupancies, mercantile, business, industrial
and storage occupancies. Specific standards are set up in another referenced
code (72-E) giving explicid details and standards to be used.
This same type of comparison can be used between these two referenced
codes for sprinkler systems, means of egress for places of public assemb~
(Beverly Hills Supper Club in Kentucky), load occupanc.Y, types and placement
of exits, fire escapes, sprinkler systems and other designs and uses of
structures where life safety from fire is concerned.
