ORDINANCE NO. 143
AN ORDINANCE OF THE CITY OF WINTER SPRINGS,
FLORIDA, AUTHORIZING THE MUNICIPAL COURTS
OR COUNTY COURT, IF THE MUNICIPAL COURT IS
DISSOLVED, TO ASSESS AND COLLECT THE SUM
OF $1.00 AS COST AGAINST PERSONS CONVICTED
FOR VIOLATION OF MUNICIPAL ORDINANCES: AND
ALL OTHER VIOLATIONS OF LAWS WITHIN THE CITY
OF WINTER SPRINGS; AUTHORIZING COLLECTION
OF ADDITIONAL $1.00 ON BOND ESTREATURES OR
FORFEITED BAIL BONDS; PROVIDING FOR COLLEC-
TION AND DEPOSITING OF SAID COST; PROVIDING
FOR USE OF SAID COST AS LAU ENFORCEMENT
EDUCATION PURPOSES; PROVIDING CONFLICTS AND
EFFECTIVE DATE.
WHEREAS, municipalities of the State of Florida are
authorized by Chapter 943.25(5), Florida Statutes, to assess
$1.00 as a Court cost against every person convicted for a
violation of any Municipal Ordinances or other law within the
municipal territorial limits; and
WHEREAS, said cost authorized to be assessed is to be
used for law enforcement education expenditures for law enforce-
ment officers of the municipalities; and
WHEREAS, continuing education in the field of law
enforcement is of vital concern and urgent importance to main-
taining a police department of the highest and utmost efficiency
and competency; and
WHEREAS, the City Council of the City of Winter Springs,
Florida, deems it to the public interest of health, safety, and
welfare of its citizens to encourage continued education oppor-
tunities for its police officers;
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS:
SECTION 1. The Municipal Court or the County Court, if
the Municipal Court is abolished, shall assess $1.00 as Court
cost against every person convicted for a violation of any Muni-
cipal Ordinance or other law within the City of Winter Springs,
Florida. In addition, $1.00 for every bond estreature or forfeited
bond related to such violation shall be deposited in the Treasury
of the City by the City Clerk or the County Court Clerk as the
case may be. However, no such assessment shall be made against
any person convicted for violation of a Municipal Ordinance re-
lating to the parking of vehicles.
SECTION 2. All such cost collected by the Municipal
Court or County Court, if the Municipal Court is abolished, pur-
suant to the provisions of this Ordinance shall be deposited in
the Treasury of the City to the credit of a fund designated for
law enforcement education expenditures. All such cost shall be
used for educational purposes of law enforcement officers of the
City of Winter Springs, Florida.
SECTION 3. The term "law enforcement officer" shall
mean and include police officer.
SECTION 4. All ordinances or parts of ordinances in
conflict herewith be and the same are hereby repealed.
SECTION 5. This ordinance shall become effective
immediately upon its passage and adoption.

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN by the City Council of the City
of Winter Springs, Florida, that said City Council will hold a
public hearing at 7:30 p.m. or as soon thereafter as possible,
on Monday, September 20, 1976, to consider the adoption of an
Ordinance by the City of Winter Springs, Florida, title of which
is as follows:

FLORIDA, AUTHORIZING THE MUNICIPAL COURTS
OR COUNTY COURT, IF THE MUNICIPAL COURT IS
DISSOLVED, TO ASSESS AND COLLECT THE SUM
OF $1.00 AS COST AGAINST PERSONS CONVICTED
FOR VIOLATION OF MUNICIPAL ORDINANCES AND
ALL OTHER VIOLATIONS OF LAWS WITHIN THE CITY
OF WINTER SPRINGS; AUTHORIZING COLLECTION
OF ADDITIONAL $1.00 ON BOND ESTREATURES OR
FORFEITED BAIL BONDS; PROVIDING FOR COLLEC-
TION AND DEPOSITING OF SAID COST; PROVIDING

A copy of said Ordinance shall be available at the
office of the City Clerk of the City of Winter Springs, Florida,
for all persons desiring to examine the same.
All interested parties are invited to attend and be
heard.
THIS NOTICE is to be published in the Evening Herald, a
newspaper of general circulation in said City, one (1) time at
least 15 days prior to the time of the public hearing.
