HomeMy WebLinkAboutOrdinance 129 Annual Budget ORDINANCE NO. 129 AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA REQUIRING THE CITY COUNCIL TO ADOPT THE ANNUAL BUDGET OF THE CITY BY ORDINANCE; REQUIRING THE PASSAGE OF THAT BUDGET ON OR BEFORE SEPTEMBER 15th OF EACH YEAR; SEVERA- BILITY AND EFFECTIVE DATE. WHEREAS the Charter of the City of Winter Springs, requires the City Council to adopt by Ordinance, amendments to the Annual Budget of the City, but does not require the passage of the Annual Budget by Ordinance; and WHEREAS, the City Council of the City of Winter Springs feels that it would be in the best interest of the City and the citizens of Winter Springs to adopt the annual Budget by Ordinance NOW THEREFORE THE CITY OF WINTER SPRINGS HEREBY ORDAINS: 1. The Annual Budget of the City of Winter Springs, Florida shall, for the fiscal year of 1976 and 1977, be passed by an Ordinance of the City of Winter Springs, Florida; and the City Council for each ensuing fiscal year thereafter shall pass the Annual Budget by Ordinance. The City Council shall publish in one or more newspapers of general circulation in the City, a notice stating the following: (a) The title of the Ordinance adopting the Annual Budget (b) The time and place of the public hearing. The notice shall be published within two weeks after the Mayor or City Manager submits to the Council a budget for the ensuing fisca year and an accompaning message, and shall set the first public hearing to consider adoption of the Ordinance within four (4) weeks thereafter. 2. This Ordinance is supplemental and additional to the Charter of the City of Winter Springs, Florida and any other Ordinances or regulations now in existence in the City of Winter Springs, Florida. 3. If any section or portion of section or subsection of this Ordinance proves to be invalid, unlawful or unconstitutional it shall not be held to invalidate or impair the validity, force or effect of any other section or portion of section or subsection or part to this Ordinance. 4. This Ordinance shall take effect immediately upon passage and adoption. PASSED AND ADOPTED this 5th day of April, 1976.
