HomeMy WebLinkAboutOrdinance 114 Planning Commission ORDINANCE NO. 114 AN ORDINANCE OF THE CITY .oF WINTER SPRINGS, FLORIDA; ESTABLISHING THE WINTER SPRINGS PLANNING COMMISSION; PROVIDING FOR MEMBER- SHIP ON THE COMMISSION; PROVIDING THAT ALL MEETINGS OF THE COMMISSION SHALL BE PUBLIC MEETINGS; PROVIDING THE PROCEDURE FOR ELECTION OF OFFICERS OF THE COMMISSION; PROVIDING ,FOR FUNDING ,FOR THE COMMISSION; ESTABLISHING THE RESPONSIBILITIES AND DUTIES OF THE COMMISSION; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; SEVERABILITY AND EFFECTIVE DATE. WHEREAS, The State of Florida has passed the Seminole County Comprehensive Land Use Plan of 1974, and, WHEREAS, Land Use Planners must be appointed by the City Council of Winter Springs, Florida by April, 1975, and WHEREAS, The City of Winter Springs, Florida supports the concept of cooperative Land Use Planning on a county-wide basis, and WHEREAS, The City Council of Winter Springs, Florida is desirous of establishing the Winter Springs Planning Commission to represent the City of Winter Springs, Florida in the county-wide Land Use Planning process, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WINTER SPRINGS, FLORIDA, HEREBY ORDAINS 1. That the Winter Springs Planning Commission is hereby established to represent the City of Winter Springs, Florida in the county-wide Land Use Planning process. 2. That the membership of the Winter Springs Planning Commission Shall consist of seven (7) members to be comprised as follows: a) At least one, but not more than two members of the Winter Springs Planning and Zoning Board. b) One member of the Winter Springs Council. c) Remaining members to be lay citizens of Winter Springs. 3. That all meetings of the Winter Springs Planning Commission shall be public meetings, and the records of said meetings shall be public records, and a copy of said records of meetings shall be kept in the City Hall of Winter Springs, Florida. 4. That all officers of the Winter Springs Planning Commission shall be duly elected by a majority of its members. 5. That all funding and financial support for the work of the Winter Springs Planning Commission shall be approved by City Council. 6. That the Winter Springs Planning Commission shall have the general responsibility for the conduct of the comprehensive planning program and the preparation of the comprehensive plan, or elements or portions thereof, subject to final approval and adoption thereof by City Council. 7. That all ordinances or parts of ordinances in conflict herewith shall be, and the same are hereby repealed. 8. If any Section or portion of Section or Subsection of this Ordinance proves to be invalid, unlawful, or unconstitu- tionalit shall not be held to invalidate or impair the Validity force, or effect of any other Section or portion of a Section or Subsection or part of this Ordinance.
