CITY OF WINTER SPR.INGS, FLORIDA; AMENDING THE RE.QUIREMENTS FOR APPLICATIONS FOR ANNEXATION AND PETITIONS FOR REZONING ; PROVIDING WAIVER PROVISION THERETO; SEVERABILITY AND EFFECTIVE DATE.. WHEREAS, the City of Winter Springs, Florida presently has certain requirements for the annexation of property into the City and the rezoning of property within the City, and WHEREAS it is the desire of the City Council of the City of Winter Springs, Florida to amend these requirements, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF WINTER SPRINGS, FLORIDA HEREBY ORDAINS: Section 1. That no parcel of property shall be considered for annexation into the City, nor shall any parcel of property within the City be considered for rezoning,for a six (6) month period of time following the denial of a petition for annexation or rezoning provided, however, that the six (6) month waiting period may be waived by the council. Section II That all ordinances or parts of ordi- nances in conflict herewith shall be, and the same are hereby repealed. Section III If any section or portion of section or subsection of this ordinance proves to be invalid, unlawful , or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other section or portion of a section or subsection or part of this Ordinance.
