ORDINANCE NO. 107
AN ORDINANCE OF THE CI:Y OF WINTER SPRINGS FLORIDA,
AMENDING ORDINANCE NO. 44, PROVIDING FOR A NEW ZONING .
CLASSIFICATION;: R-CI A SINGLE FAMILY DWELLING DISTRICT;
LISTING THE USES WITHIN SUCRDISTRICTj' ESTABLISHING THE
CONDITIONAL USES THEREIN; PROVIDING BUILDING HEIGHT .
REGULATIONS; REQUIRING OFF STREET PARKING;REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH; SEVERABILITY AND
EFFECTIVE DATE.
THE CITY COUNCIL OF THE CITY OF WINTER SPRINGS:
FLORIDA HEREBY ORDAINS:
SECTION 1 : This Ordinance creates R-CI Single Family
Dwelling District of the Zoning Ordinances of the City of Winter,
Springs, Florida.
SECTION 2: R-CI Single Family Dwelling District. This
classification is intended to apply to areas designated R-CI
within the City of Winter Springs,Florida, ,and shall be governed
by the following regulations and requirements set forth herein.
SECTION 3:, Uses Permitted within any R-CI Single
Family Dwelling Districts no building, structure or land or water
shall be used except for the following use:
(1) Single Family Dwellings and their customary
accessory uses.
(2). Horses: and ponies, allowing 3/4 of an acre per
animal not to exceed 10 animals per lot provided
however, horses and ponies, can be permitted on less
than 3/4, of an acre upon recommendation by the
Board of Adjustment
SECTION 4 : Conditional Uses. There shall be no
conditional uses within the R-CI Single Farnily Dwelling Districts,
except the following:
(I.) Churches
(2)Schools
(3) Public Recreational areas and facilities
Before a conditional use may be granted within the said classi-
fication the Planning and Zoning Board of the City of Winter
Springs, must find as a fact that the proposed use or uses are
consistent with the general zoning plans and with the public
interest and the City council may grant the conditional use to
the applicant only after public hearing.
SECTION 5: Building Height Regulations. In R-C1 Single
Family Dwelling districts, no building or structure shall exceed
thirty-five (35) feet in height.
SECTION 6: Building and Regulations. Each single
Family Dwelling shall be located on a lot or parcel of lands
not less than on (1) acre in size and said lot or parcel of
lands shall have a minimum width of one hundred twenty (120)
feet at the building line.
SECTION: 7 :Front,Rear and side yard regulations, in R-CI
(1) Front: Yard. The front yard shall not be less than
fifty (50) feet in depth;
(2) Rear yard. The rear yard shall not be less than
thirty-five (35) feet in depth.
(3)Side Yard.The Side Yards shall not be less than
twenty (20) feet on each side of the dwelling
structure .
(4) On corner lots, the front yard set
back of fity (50) feet must be maintained on
each side of the lot.
(5) Minimum floor area shall be 1,600 square feet
(including utility room buy excluding carports,
garages, breezeways, screened or open porches)
SECTION 8: Lot Coverage. Twenty per cent (20%) of
the lot area is the maximum which may be covered by the principal
and accessory buildings or structures located with R-C1.
SECTION 9: Off Street Parking Regulations. All
parking within R-C1 Single Family Dwelling Districts shall be
off street parking.
SECTION 10: All Ordinances or parts of Ordinances in
conflict herewith shall be, and the same are hereby repealed.

SECTION lI If any Section or portion of Section or
Subsection of this Ordinance proves to be invalid, unlawful, or
unconstitutional, it shall not be held to invalidate or impair
the validity, force, or effect of any other Section or portion
of a Section or Subsection or part of this ordinance.
Section 12: This Ordinance shall take effect immediately
upon its final passage and adoption.

Gentlemen:
The planning and Zoning Board was called to order at 8:07 p.m. on
May 23, 1974 by Chrm. Caviness with all members present.
1. D.C. Cook Plumbing occupational License Request.
Mr. Cook's letter requesting an occupation License is being retumed
to the City Clerk for hailing as this does not fall in the jurisdiction
of the Planning and Zoning Board.
2. Terraces, Section 11, Unit 2, Preliminary Plat
The Board recommends Council approve this Preliminary Plat as presented.
3. Calbert Construction Property.
The Board strongly records Council request a DRI study from the East
Central Regional Planning Council on this property to resolve serious
technical problems with drainage and roads.
A list of recommendations will be submitted on this property.
4. R-C1 Zoning
The Board recommends Council approve the attached R-CI zoning Ordinance.
The next Planning and Zoning Board meetingting will be June 13,1974.
