ORDINANCE NO. 83
AN ORDINANCE OF THE CITY OF WINTER SPRINGS,
FLORIDA, CONCERNING MUNICIPAL GOVERNMENT
FINANCING OF THE CITY OF WINTER SPRINGS,
FLORIDA: REPEALING CONFLICTS: SEVERABILITY
AND EFFECTIVE DATE
WHEREAS, the Budget of the City of Winter Springs,
Florida has increased in a very sizeable manner during the
past eighteen (18) months, and
WHEREAS, the various departments of the Municipal
Government are allocated certain funds in an annual budget
adopted by the City Council pursuant to the Municipal
Charter, and
WHEREAS, the City Council of the City of Winter
Springs, Florida, desires to implement certain rules and
procedures to govern the expenditures of such funds, the
CITY COUNCIL OF THE CITY OF WINTER SPRINGS
FLORIDA HEREBY ORDAINS
1. The Commissioner of Finance shall be in charge
of the preparation and adoption of the annual budget and all
expenditures made pursuant to the said budget,
2. The Commissioner of Finance shall have the
ability to request the head of any department to submit a
departmental budget prior to April 1, of each fiscal year,
3. The Commission of Finance shall submit to the
Clerk of the City an overall tentative budget for the next
fiscal year prior to May 1, of each fiscal year. All expendi-
tures shall be pursuant to the annual budget, which is adopted by
the City Council of the City of Winter Springs, Florida, after
public hearing thereon. All purchases for more than ONE THOUSAND
DOLLARS ($1,000.00) shall require the council to receive written
bids on said items.
4. Purchase Orders: Purchase Orders shall represent
authorization to purchase the item stated on said purchase order
subject to the following:
A. Shall be approved by
1) The Head of the Department
2) The Finance Councilman
B. The purchase order to be used shall be decided
upon by the Council.
5. Written Public Bids: All written bids shall be
submitted to the Clerk of the City of Winter Springs, Florida.
All bids shall be opened by the Finance Commissioner for the
Mayor, during or prior to the monthly City Council Meetings.
When written bids are required, the specifications for said
bids shall be advertised in a newspaper of general circulation
in Seminole County at least fifteen (15) days prior to the opening
of said bids, provided, however, that emergency specifications
ithout advertisement may be permitted upon unanimous vote by all
members of the City Council of the City of Winter Springs,
Florida.
6. Employees: All increases for wages for existing
employees shall be subject to the budget limits set forth in the
said annual budget and prior approval of deparment heads,
Finance Commissioner and Mayor.

Amendments: All amendments to the annual budget
during the fiscal year shall be adopted only after public
hearing as set forth in this municipal government's charter
for the adoption of finance budgets.
8. If any section or portion of a section or sub-
section of this Ordinance proves to be invalid, unlawful, or
unconstitutional, it shall not be held to invalidate or impair
the validity, force, or effect of any other section or portion
of a section or subsection or part of this Ordinance.
9. Effective Date: This Ordinance shall take effect
immediately upon its final passage and adoption.
10. Conflicts: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
