General Elections A general election shall be held in the Village on the third Tuesday in the month of March of each year to elect IIlembers of the Village Council to succeed members of the Village Council whose terms of office shall then expire. The selection of members of the Vill3.ge Council shall be by groups to be known as Groups 1, ~,4 and 5. The Councilmen in Groups 1, 3 and 5 shall be elected in the odd years and Council- men in Groups 2 and 4 shall be elected in the even years. Councilmen in all groups shall be elected to a two-year term. The term of office of CounciLllen shall commence on tile First Monday in April and shall continue for two years thereafter and until their successors are elected and qualified. The candidate for each group receiving the highest vote cast for such office shall be deemed elected to the office. In the event of a tie vote between candidates receiving the highest number of votes cast for any office, the names of all such tied candidates shall be placed on the ballot and be voted upon at an ensuing rl.U1-off election to be held on the succeeding Tuesday. Such election shall be held in the same manner and by the same officers holding the previous election. No notice need be given of such election. In the event of such runoff election, there shall appea.r on the ballot, and be voted upon, only the names of the two persons receiving the highest vote cast for such office or offices. SECTION 2. Special Elections Special elections shall be held at such times and for such reasons as shall be determined by the Village Council. SECTION 3. Notice of Election Notice of election shall be published at least 30 days before the date of such election by the posting of a "Notice of Election" at three conspicuous places within the village, one (1) of which shall be the Village Hall. SECTION 4. Qualifications of Electors Any person who shall poss ess the qualifications requisite to an elector at general State elections and who shall have resided in the Village for a period of six (6) months next preceding the election and shall have registered in accordaIlce with the ordinances of said Village shall be entitled to vote at any municipal election of the said municipality except in elections lindted to qualified electors who are freeholders residing within the Village. SECTION 5. Registration Officer The Village Clerk shall be registration officer of the Village of North Orlando. .,,-.. ~ Page 2. rl SECTION 6. Opening and Closing of Registration books. Registration books shall be open on all week-days throughout the year during office hours of the Village Clerk, and during additional hours when deemed necessary, and shall be closed at four o'clock P. M. on the sixteenth day precediIlg any general or special election held within the Village and shall remaiIl closed seven days following such general or special election. SECTION 7. Registration required All Electors residing within the Village of North Orlando, Florida, are hereby required to register in accordance with the terms of this Ordinance. SECTION 8. Clerk and Inspectors The Village Council shall appoint a Clerk and at least three (3) Inspectors for each election; each person chosen shall be a qualified elector of the Village. The compensation of the Clerk and the Inspectors shall be set by the Village Council. SECTION 9. Conduct of Elections r All Village elections shall be conducted in the manner provided for in the general election laws of the State of Florida, except when otherwise provided by this Code and the Charter of the Village. SECTION IO. Qualification of Candidates for Office Any candidate seeking election to any Village Office shall file with the Village Clerk a written notice containing the names of at least ten (10) registered electors of the Village along ,dth the filing fee of $5.00 during the last ten day, February. Such notice shall state: ' 1. Office to which he seeks to be elected. 2. Legal place of residence 3. Age 4. Description of real property owned in the Village 5. That he is a registered voter of the Village 6. That he is qualified under the laws of Florida to hold office for which he desires to be nominated 7. That the filing fee has been paid. SECTION 11 Arrangement of Candid~tes Names ~ - The names of all candidates for the same office shall be printed together in alphabetical order, according to the surnames. Each group of candidates to be voted on shall be preceded by the designation of the office for which the said candidates seek nomination and in the proper place the words I1Vote for onel,"Vote for Twoll (or more, according to the number to be elected to such Office). \ \_" ,,-.. -, . page 3. .r i SECTION 12 Adoption of State Absentee Voting Law Sectj.ons 101.61 through 101.68 of the Florida Statutes, General Election Laws of Florida, 1963, are hereby adopted, as a means of providing for absentee voting in any authorized Village election. SECTION 13. This Ordinance shall become effective immediately upon its passage. Passed second reading this 18th Jl.d Jl-rA day of January, A.
