THE MAYOR AND THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA
OFFICIALLY RECOGNIZES
MR. TOM KELLY
the Mayor and the City Commission of the City of Winter Springs, Florida recognize MR. TOM
KELLY for his accomplishments in receiving the Teacher of the Year award for Highlands Elementary School.
MR. TOM KELLY has been the Physical Education Teacher at Highlands Elementary School for ten
years and it is recognized "that he goes above and beyond to provide activities for the students who have a broad
range of disabilities. He goes out of his way to ensure that they can participate with their regular education classmates.
He makes sure that they feel included and recognized" as said by the Highlands Principal, Donna Weaver. Mr. Kelly
currendy serves on the Bully Prevention/Behavior Committee as well as a Special Team Leader and was the 2006-
2007 Teacher of the Year at Highlands Elementary School. Ms. Weaver also stated: "Tom achieves what every
teacher dreams of; he teaches students in such a way that they don't even realize it, because they are having so much
fun."
